Job Title: Ending the HIV Epidemic Specialist

SUMMARY

Participates in Ending the HIV Epidemic prevention services for the twenty (20) counties in the Southeast Region. Work involves travel to promote awareness to HIV infected and affected in the region, develop service plans, and to provide evidence based intervention programs, community outreach, community planning and counseling/testing to those at risk of exposure to HIV/STD's. In addition, employee assists with community awareness and education.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following is a list of essential duties and responsibilities and is not a complete listing of duties that may be assigned, nor does it include all of the knowledge, skills, and abilities that may be necessary to successfully perform this position.

Complies with administrative policies established by the Department of Health and Division of HIV/STD Prevention and Care, including those related to Central/District office relationships and those relating to the Partnership Council.

Integrates Customer Service practices in all areas of job performance.

Establishes and maintains good working relationships.

Adheres to all applicable state laws and Department rules and regulations regarding HIV/AIDS.

Maintains current medical information regarding treatment, prevention, testing, outreach, and education on HIV/AIDS/STD's. Stay abreast of all new developments regarding care, treatment, and resources concerning the disease through training, periodicals, on-line services or any other information resources.

Assist public/participants in recognizing and developing plan to alter behaviors that could be harmful to general health.

Answer phone line specifically dedicated to this program when necessary.

Schedule all participants/public appointments.

Increase local availability of and accessibility to HIV testing.

Early initiation of Antiretroviral Treatment.

Increasing Screening for PrEP among HIV-negative clients.

Develop and Implement stay-home testing programs.

Maintain resource guide for services available to client/families.

Provide ongoing education to public/participants.

Maintain contact with MODHSS, Section of STD/HIV.

Maintain records of all encounters, trainings, and presentations.

Maintains information required for annual program report (visits and other encounters).

Prepare for all reviews as required by contracts.

Assist DHSS in grant writing and budget preparation for region.

Take part in appropriate community groups and agencies that promote networking and collaboration of services.

Perform Orasure testing, which includes pre and post - test counseling and results.

Answer questions from community and provide material on disease, prevention, and care.

Market Ending the HIV Epidemic program through region.

Evaluate regional need and develop plans to meet needs.

Other duties as assigned.

HIPAA RESPONSIBLITIES

Responsible for safeguarding the privacy of patient health information.

At a minimum, must:

  • Use and disclose protected health information only as authorized in their job description or as authorized by a supervisor
  • Conduct oral discussions of personal health information with other staff or with patients and family members in a manner that limits the possibility of inadvertent disclosures
  • Complete privacy training
  • Report suspected violations of a business associate’s contractual obligations to safeguard protected health information
  • Report suspected violations of the policies and procedures by staff members

HIPAA PRACTICES

Routine access to protected health information to perform job-related duties may include access to one or more of the following:

  • Database use
  • Release of Information
  • Web based applications
  • Electronic Medical Records (EMR)

The procedures that must be followed to use or disclose protected health information not routinely available to the position is the ASAP or EMR process that is already established.

HIPAA RESTRICTIONS

A supervisor must physically see and approve the Request to Release Information form prior to release.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Bachelor's degree from four-year college or university in social work, counseling, health education, sociology, psychology or other related field; Registered Nurse, or Bachelor of Science in Nursing; or minimum of two years of experience in case management and training in counseling, sociology or psychology; or equivalent combination of education and experience.

MISCELLANEOUS REQUIREMENTS

Must possess a valid Missouri Motor Vehicle Operator License and auto insurance. A condition of the probationary period is successful completion of the State Merit Exam for position.
