The California Lottery is a multi-billion-dollar enterprise headquartered in Sacramento. It is one of the few state agencies that is a revenue generator, not accepting taxpayer dollars from the state’s general fund. Our mission is to provide supplemental funding to California schools while simultaneously supporting local communities. Ninety-five cents of every dollar spent by players goes back to local communities in the form of contributions to public schools and colleges, prizes and retailer compensation.


In fiscal year 2022-23, the California Lottery generated sales of approximately $9.2 billion with over $2.2 billion earned for California public schools. Lottery products are sold at more than 23,000 retail locations throughout the state. Product offerings include an average of 52 fun and entertaining Scratchers games and several draw games such as Powerball, Mega Millions, and SuperLotto Plus and daily games such as Fantasy 5 and Hot Spot.


Job Description and Duties:

Under general supervision of the Information Technology Services Division (ITSD) Data, Information & Analytics Services (DIAS) Information Technology Manager l, the Information Technology Specialist ll serves as the Senior Business Intelligence (BI) Developer of the Lottery’s complex Business Intelligence and Business Analytics (BIBA) platforms. The incumbent is responsible for designing, developing, implementing, maintaining and monitoring complex data models, architectures, data reports and dashboards that provide insights into lottery operations, sales, and player behavior. Creating and managing Extract, Transform, Load (ETL) processes to gather data from various sources, preparing it for analysis. The focus of this position includes the cloud migration, integration, and maintenance of the BIBA platform, applications, data warehouses, and related components. The duties for this position are focused in the Software Engineering and Systems Engineering domains. Work may be assigned in other domains as needed.

This position is headquartered at the Sacramento Headquarters location and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions

The Sr. Business Intelligence Developer will work in a fast paced environment, with competing priorities, and critical deliverables.


Desirable Qualifications

  • Strong technical proficiency with BI tools such as Tableau, Power BI, R, Cognos, OBIEE, OAS, or similar, along with expertise in SQL, data modeling, performance tuning, and ability to work with large, complex data sets across multiple data sources.
  • Ability to analyze complex data sets, interpret trends, and generate actionable insights to support decision-making processes.
  • Proficiency in programming languages, such as DAX, Python or R, for data analysis and automation tasks.
  • Solid understanding of database management systems, including Oracle, SQL Server, Azure Synapse or other relevant platforms.
  • Extensive experience with ETL (Extract, Transform, Load) processes and tools (Informatica, SSIS, Talend) to manage data workflows effectively. Strong skills in data cleansing transformation logic, error handling, and performance optimization.
  • Strong understanding of the lottery industry and its business processes, enabling effective communication with stakeholders and applicability of the industry to data sets and business requirements.
  • Experience managing BI projects, including requirements gathering, stakeholder engagement, and project execution and coordination.
  • Excellent interpersonal skills with the ability to communicate complex data findings to technical and non-technical stakeholders and work collaboratively in a team environment.
  • Deep knowledge and hands-on experience designing and implementing data warehouse solutions, including dimensional modeling, star/snowflake schemas, indexing strategies, and performance optimization using platforms such as SQL Server, Snowflake, or Azure Synapse.
