Job Description Summary:

As a key part of the City of Boulder’s new Enterprise Data Team, this individual will deliver data analysis projects across the full range of the City of Boulder’s departments and activities. As an expert in analysis, communication and interpretation of data, they will work to support a culture of innovation, efficiency, accountability, transparency, and data-informed decision making across the organization. As a foundational member of the Enterprise Data Team, they will have the opportunity to shape the direction of data governance, data warehousing, data science and data training for the City. The ideal candidate is capable of delivering high-quality work across multiple complex and high-profile projects; our current pipeline includes work on citywide equity initiatives, smart cities projects and public safety transformation. The ideal candidate will have a high degree of independent planning and accountability, as well as experience in project coordination and stakeholder management.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES                 

• Use appropriate tools and methods (e.g., SQL, R) to prepare different types of data from separate and distinct data storage sources for analysis, including data transferring, cleaning, and normalizing

• Create clear, effective, and compelling data visualizations and drafted reports to communicate analysis results to stakeholders with varying data literacy levels

• Use appropriate data analysis and visualization tools (e.g., R, Power BI, Tableau) to explore data sets and identify relevant facts, patterns, and trends

• Supports the implementation and maintenance of the city’s enterprise data warehouse – work may include but not be limited to ETL development and computational and analytics layer design, tool selection, and deployment

• Inform and support execution of citywide data policies, including efforts to improve data storage, data sharing, data quality, and ethical and inclusive use of data

• Conduct research and consult external experts on data best practices, incorporating newly found insights and methods into city tools and training

• Independently and effectively manage data analytics and evaluation projects from conception to completion using standard best practices

• Provide coaching, support and execution on analytics projects with departmental counterparts and city-wide teams

MINIMUM QUALIFICATIONS 

• Ability to create clear, effective, and compelling data visualizations and drafted reports to communicate analysis results to stakeholders with varying data literacy levels

• Knowledge of core statistical concepts and techniques, such as bias, variance, sampling and regression

• Skilled in excellent verbal and written communication, with ability to interact with all levels of personnel within and external to the city in a positive and cooperative manner

PREFERRED QUALIFICATIONS

• Experience with open source data visualization tools (e.g., D3, various R and python packages)

• Experience performing analytics and evaluation within a government setting

• Experience leading workshops and training sessions on technical topics for non-technical audience

• Knowledge of GIS and mapping concepts

• Skill in R

• Skill in SQL

• Skill in python

​REQUIRED EDUCATION AND EXPERIENCE

• Bachelor's degree in computer science, business, or comparable field or equivalent work experience

• Eight (8) years of related experience may substitute for the education requirement.

• Six (6) years of increasingly responsible experience related to data analysis

• Strong experience applying data analysis through scripting languages and visualization tools

• Experience working with multiple data types and data storage methods to prepare data for analysis, including data extraction, cleaning, and processing, combining data from multiple sources and formats, and creating data pipelines to streamline and automate processes (e.g., SQL)

• Experience working in a variety of technology systems to extract data, including using extract, transform, load (ETL) tools or APIs

WORKING CONDITIONS AND REQUIREMENTS    

Primarily works in a clean, comfortable office environment but some field work in a variety of weather conditions may be required.
