General Purpose

Performs a variety of routine and complex administrative, supervisory and technical work in administering and enforcing building, zoning, property maintenance and any other ordinances as directed.

Supervision Received

Works under the general supervision of the Community and Economic Development Director.

Supervision Exercised

Exercises supervision over building inspectors, support staff, and other part-time or temporary staff as assigned. Oversees duties and carries out as needed in the implementation of Medina County Emergency Management.

Essential Duties and Responsibilities

Manages and supervises assigned operations to achieve goals within available resources; plans, organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs change as needed.

Provides technical building code advice to supervisors and staff; makes presentations to supervisors, boards, commissions, civic groups and the general public as assigned.

Communicates official programs, policies and procedures to staff and the general public.

Enforces all adopted codes. Oversees the issuance of all legal correspondence needed for code enforcement.

Explains, interprets and provides guidance regarding all applicable codes to architects, engineers, contractors, developers, and other interested parties.

Researches complaints and problems regarding commercial and residential buildings, building construction and code compliance. Responds to complex and sensitive building issues.

Resolves complex and sensitive customer service issues by appropriate means.

Provides leadership and direction in the development of short and long range plans; gathers, interprets and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.

Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.

Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.

Maintains harmony among workers and resolves grievances; performs or assists subordinates in performing duties; adjusts errors and complaints.

Reviews current trends and developments in the field of construction, and prepares revisions to codes, ordinances and local regulations. Supervises the examination of building plans of all types to determine compliance with code requirements and related regulations.

Administers the permitting function, including application, fee assessment and collection, permit issuance, inspection, and occupancy.

Coordinates plan review, inspections, and enforcement actions.

Peripheral Duties

This position may be asked to perform other duties based on the business needs of the City.

The employee may be asked to work holidays.

Desired Minimum Qualifications

EDUCATION AND EXPERIENCE:

Graduation from High School or GED equivalent and

  • Five (5) years as a registered design professional in building design and construction.
  • Ten (10) years as a general contractor or superintendent of building construction or OBC building inspection with a certified building department.
  • Five (5) years as a full-time residential building official in a certified residential building department.

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of adopted building codes and electrical codes, mechanical codes, general construction codes, building and construction principles. Considerable knowledge in electrical work, carpentry work, cement work, and skill in applying knowledge of national uniform building codes, zoning and land use applications.

Ability to establish effective working relationships with contractors, developers, architects, engineers, owners, employees, supervisors, other agencies, and the general public; Ability to read and understand complicated plans, blueprints, construction sketches and drawings; Ability to communicate effectively orally and in writing.

Must possess technology skills to include Microsoft Office Suite (or similar), tracking databases, GIS a plus but not required, mobile devices, technology advances.

Skill in the operation of the listed equipment.

Special Requirements

Must have and maintain in good standing a State of Ohio Certification as a Building Official.

Must possess a valid State of Ohio driver’s license.

Tools and Equipment Used

Office equipment including various forms of technology, computers, laptops, mobile devices, software, calculator, all in one machines (copy, fax, etc.) phones, portable radios, ladder, scaffolding, tape measure, and other tools as needed.

Work is performed in the office and field setting. Outdoor work is required in the inspection of various land use developments, construction sites.

While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk, hear or smell.

The employee must frequently lift and/or move up to forty (40) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee may have to work outside during inclement weather conditions. The employee will be exposed to the outside work environment of building and construction development.

The noise level in the work environment is usually quiet in the office, and moderate to high in the field. Occasionally work is done at other locations, or where required to go and required to travel to these sites. The position requires travel for the purpose of attending training workshops or conferences.

Job Type: Full-time

Pay: $80,000.00 - $100,000.00 per year
