The City of Campbell is recruiting for an Environmental Programs Coordinator who will develop, implement, and coordinate the City’s environmental initiatives related to sustainability, stormwater, waste management, recycling, air quality, permitting, compliance, and enforcement. This position is responsible for contract management, monitoring, and legislative advocacy; it takes lead responsibility for work plan implementation through direct project assignments, and exercises supervision of environmental programs staff, and coordination of staff in other departments.

This class is distinguished from the Environmental Programs Specialist by the level of responsibility assumed and the complexity of duties assigned. This position is the advanced journey-level classification that oversees the City’s environmental programs.Typical duties will include, but are not limited to:  

  • Develops, manages, and directs the work in environmental program areas related to sustainability, stormwater pollution prevention, waste management, recycling, air quality, permitting, compliance, and enforcement;
  • Manages and monitors solid waste contract through a joint power authority; 
  •  Reviews application plans and specifications for a variety of development construction projects; performs walk-through with applicants; recommends design change options to ensure compliance with environmental regulations; 
  • Conducts and participates in program outreach and education efforts and related activities; 
  • Performs high-level, complex analyses and prepares clear and concise spreadsheets, reports, correspondence, policies, procedures, and other written materials; 
  • Develops and recommends policies to support City goals and ensures adherence to these goals, as well as federal and state regulations; 
  • Reviews and evaluates program effectiveness to develop recommendations and program changes; 
  • Develops written plans and reports for a variety of environmental programs and initiatives, including sustainability, recycling, stormwater management, waste management, permitting, compliance, and enforcement; 
  • Keeps current on Federal, State, and local legislation affecting environmental programs and projects; analyzes implications of new regulations and requirements; tracks Federal, State, and regional legislation and prepare advocacy letters and talking points;
  • Prepares public information materials such as notices, brochures, flyers, newsletters, and other materials; provides educational trainings to City staff, property and business owners, tenants and the general public;
  • Manages the City's recycling program, including leading efforts to improve processes, communication, and programs to increase landfill diversion rates; 
  • Prepares and presents written reports and presentations to the City Council, Commissions, advisory bodies, business organizations, schools, and neighborhood and community groups; 
  • Serves as the City's primary point of contact for inquiries, requests, and concerns from the public; 
  • Researches and prepares submittals for grants; 
  • Manages the assigned program budget, assists in budget implementation, and tracks and monitors program budget; 
  • Supervises, coordinates, and manages the work of appropriate staff, consultants, and contractors; 
  • Represents the City to government agencies; community, professional, and business organizations; and the public; and
  • Performs other related duties as assigned.
Education and Experience:

  • Equivalent to Bachelor’s degree in Environmental Studies, Public Administration, or related field; and
  • Four (4) years increasingly responsible experience in environmental program development, coordination, and/or implementation, two (2) of which include stormwater compliance and waste management experience.  
Possession of: Valid California Driver's License or the ability to provide alternate transportation as approved by the appointing authority.

Knowledge of:    
  • Principles, practices, terminology, and methods of environmental compliance programs including, but not limited to sustainability, recycling, stormwater and waste management, air quality, permitting, compliance, and enforcement; 
  • Management principles and techniques, including goal-tracking, program development, implementation, evaluation, project management, and policy/program analysis and development; 
  • Applicable local, state and federal laws, rules, and regulations as they apply to designated and specialized areas of environmental services; 
  • Program development, management, and evaluation techniques;
  • Budgeting procedures, techniques, and control; 
  • Advanced-level research and writing techniques; 
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff;
  • Proper grammar, spelling, vocabulary, and punctuation; and 
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software applications relevant to work performed.
Ability to:    
  • Evaluate, recommend, develop, plan, and coordinate environmental programs and projects;
  • Independently organize work, set assignment priorities, meet critical deadlines, and follow up on assignments; 
  • Analyze data and prepare technical reports; 
  • Interpret, explain, and evaluate technical information; understand laws, regulations, and codes; 
  • Problem-solve and implement creative solutions; 
  • Prepare and administer budgets; 
  • Interpret, apply, explain, and ensure compliance with State, Federal and local laws, rules, regulations, policies, and procedures; 
  • Analyze problems, identify alternative solutions, anticipate possible consequences of proposed actions, and implement recommendations in support of goals; 
  • Supervise, train, coach, and evaluate professional, technical, and clerical staff;
  • Exercise good judgment and sound decision-making within general policy, procedural, and legal guidelines; 
  • Communicate clearly and concisely, both orally and in writing, using appropriate grammar and syntax; 
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
