Chief Rehabilitation Supervisor
Directly supervises inspection staff. Assigns and monitors the work performed by Rehabilitation Inspectors and all mechanical inspectors (HVAC, Electrical, and Plumbing). Oversees development and/or review of specifications for 1 to 4 -family residential dwellings for rehabilitation, which includes energy conservation measures and lead hazard reduction methods. Oversees the contractor bidding process for all jobs. Monitors work in progress to ensure projects under construction are adhering to the General Specification Manual as well as applicable laws ¿ specifically including the Housing Code of the City of Cleveland, ordinances, rules, and regulations relating to location, design, construction, and maintenance. Assesses the feasibility of building and premises for inclusion in available programs and assures project specifications and construction are completed at a level to satisfy program guidelines. Performs other job-related duties as required. Typical Tasks: Develops and changes specifications for the electrical, plumbing, heating, roofing, and all remaining areas of 1 to 4-family residential structures. Monitors rehabilitation staff and inspection rehabilitation work in progress for compliance with work specifications, plans, materials, and workmanship. Maintains progress reports. Monitors time of performance to ensure work is completed in accordance to contracts. Makes changes to General Specification Manual as needed to ensure that standards are maintained. Monitors complaint investigations with homeowner and contractor to determine validity. Resolves complaints as expeditious as possible and documents all contacts. Issues Stop Work Order if work performed or material installed does not conformed to standards as outlined by the Division.A High School Diploma or GED is required. An Associate's Degree in Construction Management or related field from an accredited college or university is required. Ten years of full time paid experience in building or remodeling, contracting, building construction, estimation, or inspection, three of which must be in the supervision of construction jobs is required. (Substitution: One year of related experience may be substituted for each year of college education lacking.) An OBBC (Ohio Basic Building Code) Building Inspector certification is preferred. A valid State of Ohio Driver's License is required. Must own or have access to a properly ensured vehicle.Job Description
- Maintain and oversee work specifications system in accordance with Department standards to rehabilitate 1-4 family residential structures. This will include developing and changing specifications for the electrical, plumbing, heating, roofing and all remaining areas of the dwelling.
- Staff Performance - Monitor rehab staff and inspect rehabilitation work in progress for compliance with work specifications, plans, materials and workmanship, and maintain progress reports.
- Contractor evaluation - Monitor time of performance of the contract between the homeowner and contractor to ensure work is completed in accordance with the contract.
- General Specification Manual - Ensure all quality control standards are adhered to during the rehabilitation process and ensure the work is in accordance with the federal guidelines. Make changes to the manual as needed to ensure that the standards are maintained.
- Monitor complaint investigations with homeowner and contractor complaints to determine validity. Resolve complaints as expeditious as possible and document all contact.
- Issues Stop Work order if work performed or material installed does not conform to standards as outlined by the Division.
- Perform other related work as required.
Additional and Preferred Department Qualifications
- Proficient in Microsoft Word, Excel, Outlook and Access.
- Should have 3 years of outsourcing/public bidding experience.
- Certified as a Building Inspector
- Five years experience in construction job estimating.
- Five years experience in invoicing and payment processing.
- Three years experience with the City of Cleveland’s General Specifications Standards.
- State Certified as a Lead Risk Assessor; HWAP Inspector, Healthy Homes Rater, and a Lead Abatement Contractor.
