Assistant Director of Public Safety

The City of Cleveland’s Department of Public Safety provides executive leadership for the Divisions of Police, Fire, Emergency Medical Services, Animal Care & Control, and the Office of Emergency Management. Reporting to the Director of Public Safety, the Assistant Director serves as an executive-level manager, responsible for providing direction, and advice to the Director and subordinate divisions to execute the priorities of the Department. The Assistant Director works to ensure that the Divisions are operating efficiently and that all City agencies, local and federal partners, the community, and other stakeholders are working collaboratively and productively to achieve the shared goals of safety, security, and justice for all in the City of Cleveland.Essential Job Functions
  • Under the direction of the Director, manages personnel and directs the functions of all Divisions and operating units within Public Safety.
  • Administers, supervises, monitors and enforces compliance with departmental practices and procedures.
  • Assists with the development, planning, implementation and administration of Departmental programs and policies for each Division, including strategic planning.
  • Assists with collecting metrics on projects and programs as directed to assess their effectiveness, and adjusts or modifies Departmental activities to ensure maximum effectiveness.
  • Conduct hearings related to union grievances and discipline for members of each Division. Provides reports, memos and information to the Director as directed.
  • Planned, directed, and coordinated, through subordinate level staff, the Department’s work plan.
  • Develop and enhance a co-responder crisis intervention program to address responses to calls for service for mental health emergencies.
  • Implement a centralized wellness program in support of uniformed members of Public Safety Divisions including dispatchers and emergency call-takers.
  • Maintain awareness of new trends and developments in the field of law enforcement, crime prevention, fire suppression, fire prevention, and related support services, and recommend the incorporation of new developments when appropriate.
  • Provide regular briefings to the Chief Director of Public Safety.
  • Work collaboratively with community groups and stakeholders as instructed to provide information and support in furtherance of Departmental objectives.
  • Seeks and evaluates grant-funding opportunities to support new or existing Departmental programs and initiatives as requested.
  • Assists the Director with the preparation of annual budgets; monitors and evaluates service delivery, performance, and budget expenditures.
  • Develops positions on legislation and advocates the City’s position before governmental agencies and community groups as requested.
  • As requested, makes public presentations and represents the City of Cleveland and the Mayor on behalf of Public Safety.
  • Exercises supervision of personnel in related areas of responsibility.
  • Performs other tasks as requested.
Required Skills/Abilities
  • Knowledge of federal, state and local laws, ordinances and regulatory requirements as they pertain to the operations of Public Safety and its Divisions
  • Must have excellent analytical skills, organizational skills, customer service abilities, oral and written communication skills

Required Education and Experience
  • Bachelor's degree from an accredited college or university with focus in Public or Business Administration, Organizational Development, Social Work, Psychology, Criminal Justice or related field. Master’s degree preferred.
  • Minimum of five (5) years of experience in criminal justice, public safety, or operations management
Preferred Expertise
  • Demonstrates skill in the development and maintenance of effective working relationships with all levels of executive and managerial personnel, various governmental agencies, other City departments and other key stakeholders
  • Strong communicator with proven ability to communicate easily across all levels of government
  • Possesses exemplary leadership qualities and persuasion skills
  • Has a proven record of accomplishment in change-management and leading and executing large-scale projects or programs
  • Demonstrates a sense of urgency and ability to work expeditiously in a deadline driven environment
  • Understands how to use multiple sources of data to inform strategy
  • Ability to build consensus among diverse stakeholders around a clear vision for serving the City and its residents through new and existing program opportunities
  • Ability to set goals and develop strategies and schedules for meeting goals
  • Possess and demonstrate good problem-solving skills and decision-making abilities
  • General familiarity with significant issues currently impacting the City
Physical Requirements
  • Prolonged periods sitting at a desk and working at a computer or standing
  • Must be able to lift up to 15 pounds occasionally
Expected Hours of Work
  • Primarily Monday thru Friday 8:30 a.m. to 5:00 p.m. with the flexibility to work evening and weekend hours as required and on short notice
