Under the direction of the Revenue/Collections Manager, the Tax Auditor will perform a wide range of independent, professional, and complex duties primarily associated with the administration of the City of Covington's Occupation License tax program and most aspects of the City's business licensing program. Obtaining reasonable assurance that tax revenues due to the City at the individual taxpayer level are properly calculated, supported, and remitted to the City timely and intact.
Essential Duties and Responsibilities include the following under the direction of the Revenue/Collections Manager. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
- Business education and outreach.
- Identification of businesses not properly registered with the City.
- Examination of tax returns, conducting tax audits, and development of recommendations to management related to City tax requirements.
- Development of taxpayer education correspondence, training materials, tax advisory notices, and recommending updates to the Finance Department website.
- Organizing, scheduling, and conducting audits.
- Researching, investigating and monitoring matters relating to the City's tax ordinances, including analyzing and interpreting tax impacts.
- Researching, documenting, and recommending appropriate tax procedures and practices to comply with federal, state and local laws and ordinances.
- Preparing specialized project analysis as assigned.
- Development and maintenance of business rules and Finance Department policies and procedures.
- Providing training to City management and other personnel and coordinating work efforts amongst employees in the Finance Department as appropriate.
- Other duties as assigned.

Education and/or Experience
Bachelor's Degree in Accounting, Finance, Business Administration, Economics, or related field. Good oral and written communication skills. Five (5) years of increasingly responsible experience in accounting, including two (2) years of revenue auditing experience. Audit experience with State of Kentucky and/or Kentucky municipal Occupational License tax highly desirable.
In place of the above requirements, the incumbent may have any equivalent combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to perform the essential duties listed above.

Language Skills
Able to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. In addition, writes reports, business correspondence, and procedure manuals in a professional, organized and standard format. Effectively communicates information and responds to questions from a diverse group of managers, clients, customers, and the public.
Mathematical Skills
Competently adds, subtracts, multiplies and divides of all units of measure, using whole numbers, common fractions, and decimals. Computes rate, ratio, and percent; draws and interprets bar graphs.
Reasoning Ability
Solves practical problems and quickly adapts to situations where only limited standardization exists. Adept at interpreting a variety of instructions furnished in written, oral, diagram, or schedule form.

Position Type/Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 8:00am - 4:30pm. Occasional evening, weekend or hours adjustments may be required as job duties demand.

EDUCATION and/or EXPERIENCE:
A minimum of a Bachelor's degree in Business Management, Accounting, Finance or related field. Must have a high level of proficiency with Microsoft Office programs and strong analytical, oral c01mnunication, and writing abilities
CERTIFICATES, LICENSES, REGISTRATIONS:
Possess and Maintain a Valid Driver's License
LANGUAGE SKILLS:
Ability to read, analyze and interpret common technical journals, financial reports, and legal documents and write routine reports and correspondence. Effectively communicate and present infonnation to all levels of the organization.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, fractions and decimals. Capacity to compute rate, ratio, and percentage, also able to create and interpret various types of graphs
REASONING ABILITY:
