Job Summary
Performs moderately complex management or oversight activates for daily operations of an operating unit or functional program. Work involves establishing short-, mid-, or long-term goals and objectives; developing guidelines, procedures, rules and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; and developing and evaluating budget requests. Plans, assigns, and/or supervises the work of others. Works under limited direction with extensive latitude for the use of initiative and independent judgment.

Overview
The Security Manager manages, oversees, directs, and supervises all security activities for the Court, Convention Center, municipal buildings, and other City property. Manages the officers providing protection of property against theft and vandalism.
Essential Functions
1 Manages, oversees, and monitors security operations at various municipal buildings; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors and evaluates policies and procedures; develops emergency security plans for council evacuation and other activities.
2 Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; provides direction for officers performing security and manages private security contracts.
3 Assists in the development, preparation, management, and implementation of the department budget; reviews budget submissions, private security contract potential, and provides sound recommendations; handles various requests from City Council, City Manager's Office, and other management.
4 Performs, directs, and manages security for the City's events; oversees security measures and protocols, documents incidents and security activities, and participates in providing security.
5 Provides training, professional development, and performance evaluation for all staff supporting events; ensures all personnel are properly certified and up to date on all private security contract logistics, policy standards, and procedural goals.
6 Determines, develops, and implements procedures, processes, regulations, and guidelines to ensure effective and efficient operations.
7 Gives advice, counsel, instruction, and identifies routine training needs for security staff; provides knowledge and expertise on handling challenging emergency or security situations and maintains strong open communication with City Management; ensures appropriate internal controls are in place and regularly evaluates staff and provides performance feedback.
8 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Ability to use firearms properly.
2 Ability to interact with a multi-ethnic population and workforce.
3 Knowledge of the laws and regulations of the State of Texas.
4 Ability to stand and walk for extended periods of time.
5 Ability to use good judgment, discretion, tact and to act quickly in an emergency.
6 Communicating effectively and clearly verbally and in writing.
7 Managing security personnel to ensure best practices are followed.
8 Handling and subduing irate or problematic citizens and keeping peace.
9 Establishing and maintaining effective working relationships.
10 Ability to pass the educational, physical and emotional requirements, and training standards for a Peace Officer in Texas.
Minimum Qualifications
Experience
5 years of experience in security, customer service, law enforcement, or another related field
Licenses and Certifications
State of Texas Class C Driver's License; may be required to have a Security Certification Level IV
Education
High School Diploma

Salary Range

$73,584.79 - $91,980.98

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
