What are the responsibilities and job description for the Senior Code Enforcement Officer position at City of Farmers Branch?

The purpose of this position is to protect the health, safety and welfare of the general public and to enhance the quality of life within the City of Farmers Branch through the education and enforcement of various regulatory standards pertaining to property maintenance, minimum property standards, businesses and signs, licenses, solid waste, zoning and other regulations as assigned.

Senior Code Officers are also expected to provide guidance, support and training to entry level Code Enforcement Officers as needed.

Performs a variety of standard-to-advanced code enforcement functions on properties within the City to assess compliance with city codes.  Also performs project/program coordination duties as assigned and directly assists the Code Enforcement Manager as needed.  This includes, but is not limited to:

  • Conducting proactive and reactive field inspections on varying property types;
  • Assessing inspection results to determine compliance or a correct path to compliance;
  • Performing various forms of research including, but not limited to, property histories, public records, court documents, plats, surveys and maps, etc.;
  • Participating or overseeing the execution of one or more specialized Code Enforcement programs;
  • Creating documentation like letters, notices, citations, affidavits, work orders, etc.;
  • Effectively managing an appropriate caseload as determined by the Code Enforcement Manager, documenting case activities and evidence, and processing case activities in an effective manner;
  • Testifying in court as required;
  • Organizing and/or attending City and neighborhood events, sometimes outside of normal working hours, to engage and educate the public about city ordinances and code enforcement processes;
  • Maintaining successful working relationships with other City staff to correct code violations, resolve complaints, respond to inquiries, perform research and assist in the management of the department’s module in the City’s citizen engagement app (FBTX Connect);
  • Working closing with sometimes frustrated members of the public to assist them in gaining compliance with city codes in the most customer-friendly manner possible;
  • Acts as Manager in the absence of the Code Enforcement Manager;
  • Assists other Officers with case management, ordinance, policy and procedural questions;
  • Assists in the training of new Officers and/or the training of existing Officers on new topics, policies and procedures;
  • Oversees maintenance of the Code Enforcement fleet;
  • Participates in interview panels, as requested;
  • Performs district and case assessments to observe and report employee performance to the Code Enforcement Manager, as needed;
  • Fosters an environment of respect, excellence, accountability, care, trust and teamwork;
  • Maintains regular and punctual attendance; and
  • Performs other duties as assigned
  • A high school diploma or GED equivalent;
  • At least 3 years of experience as a licensed Code Enforcement Officer in the State of Texas;
  • At least 5 years of experience in customer service and problem solving;
  • At least 2 years of experience using Microsoft Outlook, Word and Excel;

Preferences:

  • Bilingual in English and Spanish
  • Experience using EnerGov software for code case management and research
  • Experience in multi-family housing inspections
  • Experience in zoning enforcement


  • Ability to manage an appropriate caseload with little-to-no supervision;
  • Ability to assess the performance of entry-level Code Enforcement Officers in various tasks and report findings to the Code Enforcement Manager;
  • Ability to oversee one or more Code Enforcement contractors, review invoices and submit processing;
  • Ability to communicate effectively both verbally and in writing;
  • Ability to learn and use various types of computer software and hardware effectively and in accordance with city and department policies;
  • Ability to form and maintain effective working relationships with coworkers, property owners and tenants, business owners, property managers and other agencies and organizations;
  • Ability to maintain regular and punctual attendance;
  • Ability to learn and retain relevant knowledge and skills to competently complete work responsibilities on time and at a level of acceptable quality;
  • Ability to analyze problems, make objective decisions and execute them without prompting;
  • Ability to demonstrate a high level of respect, excellence, accountability, care, trust, teamwork, empathy, tact, time management, following instructions, and accepting constructive feedback in all facets of the position and in accordance with performance expectations while avoiding actions that negatively impact staff morale; and
  • Ability to provide guidance, support and training to entry-level Code Enforcement Officers

Special Requirements:
  • Must be willing to work occasional nights and weekends as necessary.
Licenses and Certificates:

  • Must possess and maintain a valid Texas Code Enforcement Officer License; and
  • Must possess and maintain a valid driver’s license with a good driving record

Work Environment:

Exposed to weather conditions when performing inspections.  Job requires carrying objects less than 25 lbs, driving, stooping, kneeling, pulling, reaching, climbing, and the use of basic tools and inspection equipment like flashlights, grade sticks, and digital cameras.

Salary : $49,858 - $74,797
