Deputy Director of Community Services

GENERAL STATEMENT OF DUTIES:
Acts as the primary point person for neighborhood growth strategies and housing development.
SUPERVISION RECEIVED: Works under the general supervision of the Planning and Development Director.
SUPERVISION EXERCISED: In conjunction with the Director of Planning & Development , exercises supervision over Planning, Blight Elimination, and/or Community and Economic Development staff as required.
DUTIES AND RESPONSIBILITIES:
1. Provides high-level, confidential advisement and assistance to the Department Director in managing the structure, staffing, budget, culture, and work of a multi- faceted department with an emphasis on initiating and sustaining transparency, innovation, alignment, and accountability. Executes work as assigned or as apparent on a proactive basis.
2. Proactively supports the growth of Flint neighborhoods.
3. Facilitates coordination between the Planning Division, Blight Elimination Division, and Community Economic Development Division in the interest of intentionally improving neighborhoods.
4. Works with nonprofit and for-profit housing developers to bring more mixed income housing development (rehab and new construction) to Flint through being a more development friendly city.
5. Oversees housing/neighborhood development initiatives funded by CDBG, HOME, or foundations and analyzes/prepares required documentation.
6. Manages implementation of various housing development incentive ordinances/strategies that align with the Master Plan and Zoning Ordinance as well as placemaking/public infrastructure initiatives funded by CDBG or foundations.
7. Researches and provides connections for neighborhood stakeholders to necessary government stakeholders or partners.
8. Leverages resources and opportunities to maximize the influence and impact of the department. Works to position the city as an action-oriented catalyst for change.
9. Performs other related work as required.
MINIMUM ENTRANCE REQUIREMENTS:
A. Bachelor’s degree in Urban Planning, Economic Development, Construction Management, or related field.
B. At least five (5) to seven (7) years of professional experience working in non- profit or government community and/or Economic Development position(s).
NECESSARY SPECIAL REQUIREMENT:
- Must possess a valid State of Michigan Driver’s License.
- Ability to work some evening hours for the City Council and other committee meetings.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is frequently required to sit, talk, hear, stand, walk, use hands to finger, handle or operate objects, tools or controls, reach with hands and arms. The employee is occasionally required to climb or balance, stoop, kneel, crouch or crawl, taste and smell. The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
