Northeast Michigan Community Mental Health Authority (NeMCMHA) is seeking a values-driven, collaborative leader to join our team as Deputy Director Clinical and Support Services. As a strategic partner to the Chief Clinical and Support Services Officer (CCSSO), you will play a key role in managing the daily functions of our diverse programs—from mental health and substance use services to developmental disability supports, nursing, and integrated care delivery. Your leadership will help ensure that services meet the highest standards of quality, compliance, and person-centered practice.
This is not a traditional deputy role. You will contribute directly to the execution of agency-wide priorities, oversee cross-functional initiatives, and support a culture of collaboration, accountability, and continuous improvement. When the CCSSO is unavailable, you will serve as their representative—ensuring seamless leadership continuity across the organization.

SALARY LEVEL: Assistant/Services Direct Exempt Position
SALARY RANGE: $81,910-$100,000
RESPONSIBLE TO: Chief Clinical and Support Services Officer
SUMMARY OF RESPONSIBILITIES:
Under the general direction of the Chief Clinical and Support Services Officer (CCSSO), the Deputy Director Clinical and Support Services provides high-level leadership, coordination, and administrative support across all clinical and support service divisions. This position assists in the oversight of program development, compliance, quality improvement, strategic initiatives, and staff supervision to ensure alignment with agency goals, the Michigan Mental Health Code, and MDHHS requirements. The Deputy Director plays a key role in executing agency-wide priorities and may represent the CCSSO in their absence.
ESSENTIAL JOB FUNCTIONS:
- Support the CCSSO in the day-to-day operations of clinical and support services, including mental health, substance use, developmental disabilities, nursing, and case management programs.
- Collaborate with division leaders to ensure services are delivered in accordance with the Michigan Mental Health Code, CARF standards, and agency policy.
- Assist in the supervision and evaluation of Clinical Program Directors and other leadership staff to promote effective, person-centered, and integrated service delivery.
- Participate in strategic planning, project management, and organizational development initiatives, providing input on program direction, quality improvement, and regulatory compliance.
- Contribute to the development, implementation, and monitoring of clinical and administrative policies and procedures to ensure high standards of care and operational efficiency.
- Coordinate cross-functional initiatives between clinical and support teams (e.g., Quality, Compliance, IT, Facilities, and Nursing) in collaboration with executive leadership.
- Monitor performance metrics and outcome data, and assist in implementing quality improvement efforts across departments.
- Serve as liaison with community stakeholders, regional partners, and advocacy organizations, as delegated by the CCSSO.
- Assist in preparing reports, audits, and strategic summaries for the Executive Director, Board, and external regulatory bodies.
- Actively participate in leadership meetings and act on behalf of the CCSSO as needed.
- Ensure team alignment with strategic objectives, including effective communication, training, and mentorship for department leadership.
- Support fiscal planning and resource allocation processes, including assisting with budget development and contract monitoring.
- Uphold recipient rights, ethical practices, and organizational integrity in all areas of oversight.
NON-ESSENTIAL JOB FUNCTIONS:
- Performs other related duties as assigned.
- May be required to travel and use personal transportation for agency business.
- Participates in internal and external meetings as required.
QUALIFICATIONS:
Education:
Bachelor’s or Master’s degree in nursing, social work, public health, psychology, public administration, or a related field. A degree in a non-related field may be considered with significant, relevant leadership experience in behavioral health or healthcare administration.
Experience:
Minimum of three (3) years of progressive leadership experience in behavioral health or human services, including program oversight, quality improvement, and supervisory responsibilities. Experience in a public mental health setting is preferred. Experience working with diverse populations, including individuals with serious mental illness, intellectual/developmental disabilities, and/or substance use disorders is required.
- Strong leadership, communication, and analytical skills.
- Demonstrated ability to coordinate complex projects and support interdepartmental collaboration.
- Knowledge of Michigan Mental Health Code and MDHHS requirements.
- Familiarity with assessment and diagnostic tools, including DSM and ICD preferred, though direct clinical service delivery is not required.
- Lived experience is valued and encouraged.
