What are the responsibilities and job description for the Assistant Grants Manager position at CITY OF HARRISBURG?
DEFINITION:
This position is responsible for working with the Grants Director to administer all aspects of the City’s current portfolio of more than 100 federal, state, County, local, and private grants. This position will assist in identifying potential grant sources, and in writing proposals to secure grant funding for various city-wide projects. The position will maintain and manage all financial and ancillary records pertaining to grants and grant programs and ensure that all reporting and compliance requirements are met. The work is performed under the general direction of the Grants Director or his/her designee. This is a management, FLSA-exempt position.
ESSENTIAL FUNCTIONS:
Responsibilities include, but are not limited to, the following: Assist in developing strategies to maintain current grant funding and increase grant funding awards from public and private grantors; identify and research new funding prospects and gather relevant programmatic data, as needed, from across the City Administration, departments, bureaus, and City Council; assist departments in vetting grant opportunities and in developing, writing, and submitting high-quality grant proposals; working in close collaboration with the City’s Law Bureau to assist with shepherding grant-related legislation through the City Council legislative process; maintain a database of information about grantors, including appropriate grant program prospects, contact persons, deadlines for submission of grant proposals, drawdown schedules, reporting and compliance requirements, and related information; maintain files of grant proposals, whether funded or not; ensure that grant-related reporting and compliance requirements are met before, during, and after the award; assist departments in developing budgets for grant-funded activities and expenditures and support budget reallocations when needed; produce detailed reports for the Finance Director, Mayor, City Administration, and Council upon request that outline grant activity, including preparing graphical presentations; investigate possible instances of non-compliance with grant requirements and recommend corrective actions; ensure compliance with federal, state, County, and local grant-related laws and expectations and accurately resolve any conflicts between such laws and grant provisions; meet regularly with liaisons at grantor agencies to address specific grant administration issues; aid in developing City-wide grant administration policies and procedures. Establishes and maintains effective working relationships with supervisors, City officials, co-workers, and the general public. Completes all assignments in an efficient, consistent, and timely manner. Responsible for special projects as assigned.
QUALIFICATIONS:
Bachelor’s degree required (master’s degree preferred) in English, Business Administration, Public Administration or relevant field and three (3) years of experience in grant writing, program development, administration, or contract compliance; or five (5) years of experience in grant writing, program development, grant administration, or contract compliance; or any other combination of training and/or experience that can be demonstrated to result in possession of the knowledge, skills, and abilities necessary to perform the duties of this position will also be considered. A valid Pennsylvania Class C Driver’s License, or equivalent, is required.
