What are the responsibilities and job description for the GIS TECHNICIAN position at City of Hobbs?

Performs varied data gathering and entry to create, maintain, display and update Geographic Information Systems databases, coverages, and linkages to various GIS databases.  
  • Generates accurate maps and other representations of data. 
  • Researches source records and documents or goes out in the field to visually locate items to resolve conflicting information and ensure the accuracy of data. 
  • Duties include reading and interpreting engineering plans, plot maps, and legal descriptions, entering required data into the GIS. 
  • Drafts detailed dimensional drawings, and updates maps as new data is gathered and received relative to water systems, sewer systems, storm sewer systems, traffic signal, street lighting, buildings, streets, parcels, and other various objects; records and documents details of map updates, additions and/or deletions. 
  • Performs data queries, prints and plots specialized maps. 
  • Maintains and files subdivision maps, building plans, ArcMap print-outs and other documents for future reference. 
  • Performs document imaging and database referencing.
  • Performs duties as a survey crew member for GIS data gathering and surveying used to layout projects.  

  • Performs line spotting to avoid any line damages or accidents.  

  • Performs a variety of office related functions including preparation of correspondence, maps, presentation material, brochures, reduction of field notes, printing material and drawings.

EDUCATION AND EXPERIENCE
 
Associate's degree or equivalent course work at a technical or vocational school, in geographic information systems, planning, architecture, civil engineering, computer science, or a related field, or two years of experience working with geographic information systems.
 
KNOWLEDGE, SKILLS, AND ABILITIES
  • Working knowledge of GIS/CAD software such as ArcGIS, AutoCAD, and other GIS based software
  • Knowledge of computer hardware and software principles, basin networking principles, and database principles

  • Knowledge of symbols and terminology used in civil, architectural or electronic drawings
  • Knowledge of document imaging, digitizing and data manipulation procedures for GIS
  • Knowledge of GPS equipment and software for data capture, conversion, and implementation into GIS
  • Ability to read and use zoning maps, quarter-section maps, plat maps, land use maps, single line maps and aerial maps
  • Ability to become familiar with industry specific (such as utility, wastewater, municipal infrastructure, planning and zoning) terms and symbols
  • Ability to perform mathematical calculations using algebra, geometry and trigonometry
  • Ability to work independently and to complete daily activities according to work schedule
  • Ability to effectively communicate orally and in writing
  • Ability to understand, follow and transmit written and oral instructions
  • Ability to establish and maintain effective working relationships with other City Departments, contractors and general public

The employee is occasionally required to travel across rough, uneven or rocky surfaces.
 
The employed must frequently lift and/or move objects up to 25 pounds and occasionally lift and/ or move or carry up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works outdoors.  The employee is occasionally exposed to adverse weather conditions, fumes, or airborne particles, raw sewage, and pressurized water.  While performing the duties, the employee is occasionally working in moving traffic and moving construction equipment. 
 
The noise level in the work environment is moderate to loud, depending on duties performed.
