These roles involve supporting the Traffic and Transportation department through the installation, maintenance, and repair of traffic control devices, signals, and Intelligent Traffic Systems (ITS). Responsibilities range from general traffic control setup and sign installation to advanced diagnostics, programming, and maintenance of traffic signal systems and related communication networks. As these positions are safety-sensitive and/or DOT-regulated, participation in random drug testing is required.These positions are part of a career ladder, offering placement at various levels based on the candidate's qualifications, experience, and skills. Traffic Operations Specialist III: Min $23.04 - Max $33.42

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

Duties (All Levels):

  • Install traffic control devices such as street signs, stop signs, and barricades.
  • Paint and stripe roadways to ensure proper traffic flow.
  • Assist in setting up traffic control for work zones and special events in coordination with the Traffic Management Center (TMC), following the Texas Manual on Uniform Traffic Control Devices (TMUTCD).
  • Clean job sites and remove debris throughout the city.
  • Deploy and ensure proper placement of Portable Message Boards.
  • Perform routine maintenance on traffic control devices.
  • Provide essential services during emergency situations, ensuring public safety immediately before, during, or after emergencies.
  • Be available for after-hours and weekend callouts.

Must be able to provide services for the benefit of the public during emergency situations that threaten the safety of League City’s citizens, and that, City employees must be able to work immediately before, during, or immediately after an emergency.

Additional Duties:

Crewman I:

  • Assist with general traffic control tasks and support activities.
  • Perform basic layout and placement of traffic control devices.
  • Assist in ground-level signal maintenance tasks.

Crewman II:

  • Operate bucket trucks up to 40 feet for signal and sign maintenance.
  • Complete more complex layout and placement of pavement markings.
  • Perform groundwork for signal maintenance and support advanced technical tasks.

Traffic Operations Specialist I:

  • Install, repair, and maintain traffic control signs, signals, and pavement markings.
  • Assist with the deployment, programming, and maintenance of Intelligent Traffic Systems (ITS).
  • Perform basic troubleshooting of traffic signals and equipment.
  • Manage data entry into the Automated Traffic Management System (ATMS).

Traffic Operations Specialist II:

  • Assist in developing and implementing plans for traffic signal control systems.
  • Inspect traffic signal construction projects for compliance with specifications.
  • Diagnose and troubleshoot more complex issues with traffic control equipment.
  • Support operations and maintenance of wireless radios, fiber optics, and other communication systems.

Traffic Operations Specialist III:

  • Lead the deployment, operation, and maintenance of advanced traffic signal systems and related networks.
  • Oversee construction projects, including management of contracts, documentation, and payments.
  • Develop and implement comprehensive plans for traffic signal operations and maintenance.
  • Supervise maintenance contractors and crews in the proper troubleshooting and repair of signalized traffic control systems.

Shared Qualifications (All Levels):

  • High school diploma or GED equivalent.
  • Valid Texas Driver’s License.
  • Experience in traffic and transportation or a related field.

Position-Specific Qualifications:

Traffic Crewman I:

  • At least 1 year of experience.

Traffic Crewman II:

  • At least 2 years of experience.
  • Experience with bucket truck operation and layout of pavement markings is preferred.
  • Work Zone Temporary Traffic Control Technician Certification is preferred.

Traffic Operations Specialist I:

  • At least 2 years of experience.
  • IMSA Work Zone Temporary Traffic Control Technician Certification.

Traffic Operations Specialist II:

  • At least 3 years of experience.
  • Valid Class B Texas Commercial Driver’s License.
  • IMSA Traffic Signal Technician Level I Certification.

Traffic Operations Specialist III:

  • At least 4 years of experience.
  • Valid Class A Texas Commercial Driver’s License.
  • IMSA Traffic Signal Technician Level II Certification.
  • IMSA Traffic Signal Senior Field Technician Level III Certification is preferred.

Knowledge of:

  • Safety regulations and TMUTCD guidelines.
  • Hand tools, light machinery, and traffic control equipment.
  • Plans and specifications for traffic control devices and traffic signal systems.
  • Communication technologies such as wireless radios, fiber optics, and ITS (Specialist II/III).

Skill in:

  • Developing and maintaining effective working relationships.
  • Adapting to a variety of tasks and responsibilities.
  • Operating hand tools, driving trucks, and using bucket trucks.
  • Programming and troubleshooting traffic signal systems (Specialist II/III).

Ability to:

  • Work outdoors in all weather conditions.
  • Meet work schedules and deadlines.
  • Communicate effectively, both orally and in writing.
  • Follow oral and written instructions.
  • Operate small equipment and tools safely and efficiently.
  • Lead maintenance crews in troubleshooting procedures (Specialist III).

  • Work may occur in adverse weather conditions, including high temperatures, humidity, prolonged sun exposure, rain, and sleet. Exposure to chemicals, fumes, dust, insects, noxious plants, snakes, and other wildlife may also occur.
  • Tasks involve physical exertion, including lifting, pushing, pulling, and carrying objects up to 50 lbs.
  • This role requires constant walking, sitting, carrying, kneeling, crouching, crawling, climbing, balancing, reaching, twisting, using foot controls, and fine motor skills. Acute senses of vision, hearing, and verbal communication are also necessary.
  • Required to work at heights using bucket trucks for extended periods.
