Required Education and Experience :

  • Bachelor’s of Science Degree from an accredited college or university in Civil Engineering or related field.
  • A minimum of three years of full-time experience in the civil engineering field.
  • A minimum combination of (seven years) of the required education and full-time related work experience.

Required Certificates and Licenses :

  • Engineer-in-Training (EIT) Certification or must be able to obtain within one year of hire.
  • Valid Class "C" Driver's License from any U.S. State. Must be able to obtain a Texas license within 90 days of hire.
  • Preferred Qualifications :

  • Licensed in the State of Texas or in another state as a Professional Engineer. If licensed in another State, must have the ability to obtain a Texas Professional Engineering (P.E.) license within six (6) months of employment.
  • Master's degree (M.S.) in Civil Engineering or related field.
  • Four or more years of full-time work experience in the civil engineering field.
  • Design and analysis experience in pavement and drainage projects.
  • Project management work experience.
  • Experience working for a government entity such as City, State, or County.
  • Essential Duties & Required Qualifications :

  • Prepares plans, specifications, estimates, and contract documents for various public works recurring maintenance projects which includes street rehabilitation project (in excess of two million dollars), pond maintenance project, and roadway striping projects. Projects may also include ROW mowing & landscape maintenance, drainage and bridge repairs, drainage repairs, and various other in-house and contracted projects.
  • Manages and coordinates overall project schedules and activities with multiple city departments, stakeholders, and outside public and private agencies.
  • Direct and monitors construction projects with limited supervision. Performs onsite field inspections when conflicts and / or disputes occur.
  • Conducts field inspections to ensure compliance with plans, specifications, and City standards. Tracks and monitors project expenditures. Drafts and recommends approval of contract change orders.
  • Reviews subdivision construction plans, final plats, dry utility permit plans or others permits as needed.
  • Manages and tracks progress of various public works lead Capital Improvement Program (CIP) Projects and assist in planning / budgeting for future CIP projects.
  • Maintains project files, project status reports, copies of memos / notes, and invoices; maintains a project tracking system of active projects and all other required documents necessary for project management.
  • Determines scope of engineering projects; prepare Request for Proposals and contracts for consulting engineers and private contractors; make technical engineering decisions and establish technical criteria and standards for all in-house and contracted projects as needed / requested.
  • Reviews and evaluates engineering plans and specifications, reports and studies, and various drawings / diagrams for the purpose of checking for accuracy, to provide recommendations, and to provide approval.
  • Assists in planning, developing, and implementing annual maintenance programs, operating / capital improvement budget(s), and monitoring costs / expenditures.
  • Responds to concerns and inquiries from both the public and private sectors, communicating all aspects of engineering and Public Works as requested.
  • Attends various City administrative meetings, i.e., Development staff, City Council meetings, and other meetings as needed.
  • Prepares and performs verbal and written presentations to the City Manager, City Staff, Boards, Commissions, and Board of Commissioners as required. May present status reports of managed projects to the City Council.
  • Prepares a variety of reports, correspondence, and special studies. Prepares reports related to engineering activities.
  • Performs other duties as assigned.
  • Knowledge, Skills & Abilities :

  • Maintain current knowledge of trends and developments in the field and facilitate application of such, to department policy and procedure as appropriate.
  • Ability to Keep abreast of recent developments, current literature, and sources of information regarding engineering.
  • Ability to work closely with other department heads, construction engineers, developers, and contractors regarding engineering and public works activities and projects.
  • Comprehensive knowledge of GIS and CAD systems preferably AutoCAD Map, ArcGIS, and land-based management software, mapping principals, database design, and aerial photography.
  • Proficient in using Microsoft applications (including Word, Excel, PowerPoint), and other software packages as needed for data management and email applications.
  • Read and interpret technical information from engineering construction plans and plans.
  • Gather, compile, analyze, and evaluate a variety of data to make sound decisions / recommendations as it applies to providing required services.
  • Manage multiple projects at one time.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to follow detailed verbal and written instructions.
  • Ability to communicate with other employees and the general public in a courteous and diplomatic manner.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem-solving.
  • Ability to plan strategically.
  • Ability to plan and schedule operations.
  • Ability to develop and maintain effective working relationships with City employees, the public, elected officials, and boards and commissions.
