Salary: $71,185.35 (min) to $76,603.29 (max) annual; 35 hours/week
FLSA Status: Non exempt
SUMMARY:
Responsible for professional work in the valuation for assessment of real and personal property
for tax purposes for the City of Lowell. Creating and maintaining real estate and personal property
cards after cyclical and site views. Assist in city-wide in-house cyclical data updates. Performs
skilled routine to complex work involved in examining all types of real property to Mass Appraisal
Standards using technical judgement and knowledge of state and local laws.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Includes the following however other duties may
be assigned.
Assists in the annual valuation of assessed values of real and personal property
Determines market values of property by using appropriate appraisal techniques.
Utilizes, maintains and updates current tax maps and appraisal cards
Attends all meetings of the Board of Assessors
Makes all assessment changes in accordance with law as directed by the Board of
Assessors
Receives complaints filed and transmits them to the Chief Assessor for review
Reviews applications for exempt properties and chapter lands
Reviews, researches and recommends RE/PP over-valuation conclusion to the Board of
Assessors
Prepares informational packets and the cases to be heard at the Appellate Tax Board
Attends neighborhood, group, and council meetings upon the request of the Chief Assessor
or the Administration
Deals directly with the public regarding assessment or tax issues
Collects property data on a daily basis from residences and businesses
Completes any other duties assigned by the Chief Assessor
QUALIFICATIONS:

EDUCATION and/or EXPERIENCE
Associate’s degree (A.A.) or equivalent from two-year College or technical school; or six months to
one year related experience and/or training in an assessor’s office or equivalent combination of
education or experience. An ability to make an informed and educated decision in a timely
manner. An ability to maintain composure in a difficult situation.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical
procedures, or governmental regulations. Ability to write reports, business correspondence, and
procedure manuals. Ability to effectively present information and respond to questions from
groups of managers, clients, customers, and the general public.
MATHMATICAL SKILLS:
Ability to work with mathematical concepts such as probability and statistical inference, and
fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as
fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations
where only limited standardization exists. Ability to interpret a variety of instructions furnished
in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must have valid driver’s license, with good driving history. Must be certified by the Department of
Revenue to classify property (DOR 101) or completed within 3 months of hire. Massachusetts
Assessor Certification (MAA, RMS, or CMA) or Massachusetts Certified Appraiser (preferred).

While performing the duties of this job, the employee is regularly required to use hands to finger,
handle or feel and talk or hear. The employee frequently is required to stand, walk, sit, and reach
with hands and arms. The employee is occasionally required to climb or balance and stoop, kneel,
crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific
vision abilities required to focus. Must be able to list and measure properties with hand held
measuring tape(s) and gather property evidence and testify at the Appellate Tax Board to defend
values.

While performing the duties of the job, the employee is frequently exposed to outside weather conditions including extreme cold, or heat and wet weather. The noise level in the work place is place is usually moderate.
