Salary: $23.4176 (min) to $26.2389 (max) per hour - 37.5 hours per week
SUMMARY Responsible for professional work in the valuation for assessment of Real Property for tax purposes for City of Lowell.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Values and Revalues by way of visiting property locations and maintains each parcel of real property as assigned by the Board of Assessors including, but not limited to properties viewed and listed through the building permitting process. Utilizes and maintains current tax maps and appraisal cards. Attends hearings and Board Meetings at the request of the Board of Assessors. Makes changes in assessments in accordance with law as directed by the Board of Assessor. Receives complaints filed and transmits them to Board of Assessors.
- Prepares reports of Assessment Activities as required by the appointing authority or the Board of Assessors.
- Supervises and trains appraisal staff members in the technique of appraisal and assessment. Answer inquiries from the public over the telephone, written correspondence and the counter, including but not limited to granting excise tax abatement.
- Maintains and changes records as a result of plans, deed, and revisions. Other related duties as required and requested by the Board of Assessors.
- Other duties as assigned.
- Process building permits and pick up resultant changes
- Maintains records of new growth values from permits and revisions
- Maintain permit and growth files for the LA13 for tax rate purposes
- Enter all data changes from building permits into the Vision System; the Street Card Access Database; and the update the Cyclical List in the Assessors’ Team Drive.
- Continually inspects RE & PP properties across the city to maintain the city’s annual quota pursuant to the DOR guidelines to remain in compliance with the nine year in- house Cyclical Program.
- Prints RE & PP Cards for the Cyclical Program for all four inspectors
- Codes deeds on a monthly basis
- Keeps the Marshall & Swift valuation manual updated
- Enters & Lists Personal Property from visits inspections and Forms of Lists
- Maintains the Wang Jacket Hard Card file
- Assists in the Excise Billing Process
- Assists the Chief Assessor with estimating TIF projects
EDUCATION AND/OR EXPERIENCE
Applicants must have at least two years of full time or equivalent part time experience in the appraisal or assessment of Real or associated personal property. The sale or rental of Real Estate; cost analysis or right-of the work or any equivalent combination of knowledge of making an appraisal of all types of Real property comprehensive knowledge of the theory, principles and practices of residential and commercial building construction methods, materials and their cost; Comprehensive knowledge of the laws governing the valuation and assessment of Real property;
Comprehensive knowledge of deeds and related property records; Ability to make and review establish and maintain effective working relationships with the ability to plan, work and supervise the work of others: Integrity, tact, courtesy, good judgment. Applicants must have valid MA drivers license. Applicants must take appropriate educational classes and attend various seminars.
Substitutions
1) An undergraduate degree from a recognized school with a major in real estate, Paralegal studies, Finance, Economics, or Business Administration and/or Management may be substituted for a maximum or two years of the required experience on the basis of one year of such education for six months of the required experience.
2) A graduate degree from a recognized school with a major on Real Estate, Finance, Economics or Business Administration and/or Management may be substituted for three (3) years of the required experience.
3) A License as a Real Estate sales issued by the Board of Registration in Real Estate may be substituted for a maximum of one registration in Real Estate may be substituted for a of one year of the required experience.
4) A license as a Real Estate broker issued by the Board issued by the Board of Registration in
Real Estate may be substituted for a maximum of two years of the required experience.
LANGUAGE SKILLS Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence.
Ability to speak effectively before groups of customers or employees of organization. Significant writing skills and professional experience in carrying out independent research projects.
MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Strong analytical and problem solving skills.
