The Grants Unit is located within the Budget Management Division, Office of the Deputy Commissioner, Management and Budget. The Grants Unit is seeking a grant manager that would be responsible for managing grant programs administered by the Department of Homeland Security, in addition to other grant programs from various entities, including but not limited to the NYS Department of Homeland Security and Emergency Services (DHSES), NYS Department of Transportation, etc.
The City Research Scientist, Level 2 will work in collaboration with commands in the development and submission or grant applications and budgets, budget modifications/reallocations, grant extensions, billings and all other fiscal and programmatic reporting requirements. The staff member will also be reviewing audit proposals and supporting documentation, attending meetings on and off-site as required, and performing various budget analysis.

Minimum Qualifications
- For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

- Prior experience in grant writing/management, project management, accounting, and/or budgeting 2. Proficiency with New York City financial systems and web-based reporting systems, such as grants.gov, NG grants, CHRMS etc. 3. Excellent writing skills and a high level of proficiency with Microsoft Excel and maintaining financial spreadsheets 4. Knowledge of City, State, and Federal rules governing fiscal and programmatic reporting for DHS grants
