GENERAL STATEMENT OF RESPONSIBILITIES
Under limited supervision, this position is responsible for analyzing, managing, administering and
coordinating major, highly complex and sensitive development projects for the City, the Economic
Development Authority (EDA) and the Industrial Development Authority (IDA). Reports to the
Director of Development.
ESSENTIAL JOB FUNCTIONS
Serves as City’s most senior project manager to review, implement, coordinate and manage highly
complex development projects. Coordinates efforts in all phases of financial analysis, budgeting,
planning, management, implementation and ongoing monitoring and performance of projects to
ensure appropriate project implementation, progress and completion.
Works with companies, developers, and other public and private sector entities in all stages of
projects to create and manage deal structure and negotiations. Drafts a variety of financial and legal
documents related to development and financing agreements, leases, real estate transactions, and
bond transactions. Develops financial and return on investment modeling, financial statement
analysis, decision modeling, reporting and ad-hoc analysis to support strategic initiatives.
Performs complex economic financial analysis, oversight and coordination of physical and technical
development in connection with the implementation of City, EDA and IDA construction and
renovation programs, to include comprehensive project management responsibilities. Reviews plans
and researches issues for potential impact on various public interests to include land use, economic
considerations, budgets, legal implications and environmental impact.
Actively monitors status of projects; coordinates communications among parties; troubleshoots and
resolves issues among parties and agencies; ensures project is progressing on appropriate time
schedule, meeting all specifications and standards and within budget; ensures applicable contracts
are properly administered and coordinates efforts among multiple parties.
Analyzes, evaluates and manages all financial aspects of assigned special projects, including
development and financial feasibility analyses, credit research and risk management. Assists
Financial staff in financial matters related to project financing, bond administration, budgeting and
financial statements.
Actively monitors the status of leases, subleases and sub-subleases of City, EDA and IDA properties
to include negotiations, documentation, improvements, build-outs, financing, lease administration,

renewals, oversight of building management vendors and leasing agents, workouts, collections and
preparation and monitoring of budgets and cash flows.
Effectively and regularly communicates relevant project information to superiors and prepares
quantitative analysis and reports for executive management of the City, EDA and IDA. Composes
correspondence, prepares backup materials, and creates presentations for City Council actions on
special development projects and a variety of related issues.
Coordinates public information and citizen liaison on matters dealing with special development
projects. Stays abreast of trends, developments and regulatory requirements in the fields of economic
development, business finance, banking and bond financing through professional associations, trade
journals, networking and associated training and seminars.

REQUIRED KNOWLEDGE
Project Development – Considerable knowledge of economic development processes and
practices, to include a thorough understanding of Business Finance, Accounting, Economics,
Marketing and Physical Development relevant to major development projects. Thorough
knowledge of City processes related to development activities including planning, zoning,
ordinance administration and site plan review.
Customer Service — Considerable knowledge of principles and processes for providing customer
service. This includes setting and meeting quality standards for services, and evaluation of
customer satisfaction.
REQUIRED SKILLS
Computer Skills – Utilizes a personal computer with word processing, spreadsheet, and related
analytic software to effectively complete a variety of tasks with reasonable speed and accuracy.
Interpersonal Relationships – Develops and maintains cooperative and professional relationships
with employees at all levels, contractors, business and community leaders and the public.
Effectively handles inquiries, complaints or disputes.
Time Management – Excellent skill in planning and coordinating multiple projects and activities.

REQUIRED ABILITIES
Communication – Excellent ability to effectively communicate ideas and proposals verbally and in
writing, to include the preparation of detailed reports which include numerical information and
statistics. Ability to effectively listen and understand information and ideas being presented
verbally and in writing. Ability to effectively negotiate contracts, development agreements,
agreements of sale and related agreements.
Judgment/Decision Making — Evaluating the best method of research and then exercising
appropriate judgment in establishing priorities and resolving complex matters. Considering the
relative costs and benefits of potential actions to choose the most appropriate one.
Financial Management - Ability to compile data, prepare a variety of reports, reach conclusions
and develop fiscal and economic estimates and mathematical projections. Ability to perform
complex financial project-related analysis, financial trend analysis, and burn-rate analysis.
EDUCATION AND EXPERIENCE
Bachelor’s Degree in Business, Finance or a related field and 5-7 years progressively responsible
experience in managing and administering major development projects, to include experience in
public project financing and development or an equivalent combination of education and experience.
Advance degree preferred.
ADDITIONAL REQUIREMENTS
An acceptable general background check to include a local and state criminal history check and a
valid driver’s license with an acceptable driving record.
PHYSICAL REQUIREMENTS
Requires the ability to exert light physical effort in sedentary to light work.
Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10
pounds).
Tasks may involve extended periods of time at keyboard or work station.
