Position Summary
Under the supervision of the Assistant Water & Wastewater Superintendent, the Utility Supervisor is responsible for performing, directing, and supervising a crew of 4-6 workers in the maintenance and repair of water and wastewater utilities. The employee in this position inspects and evaluates work activities to ensure compliance with established policies and procedures. The Utility Supervisor will evaluate the performance of subordinates and is responsible for discipline of employees. The Utility Supervisor will also perform manual labor tasks associated with the assignment of duties. This may include the operation of medium and light duty equipment. May also perform duties related to other Maintenance Worker positions. Employee is responsible for work site and crew safety. Supervision is provided and job-related decisions are reviewed by the Assistant Water & Wastewater Superintendent. This position is subject to on call rotation. Employee participates in the annual standby rotation and is required to respond to emergency callouts for assistance in the repair of water and sewer system.
Essential Functions:
- Supervises and leads a crew of workers in the repair and maintenance of water and sewer utilities;
- Establishes production goals and coordinates the effective use of time personnel, and material;
- Monitors, inspects, and evaluates work activities to ensure compliance with state and federal regulations pertaining to water and sewer;
- Determines material and equipment needed for projects;
- Prepares progress and activity logs, training records and reports;
- Motivates employees to perform; Evaluates employee performance and prepares periodic performance reports;
- Responds to citizen concerns and complaints in the field; Provides information to citizens affected by division activities;
- Directs and manages safety of staff, equipment, and job sites, including proper signage communicating work in road-right-of-way;
- Operates backhoe, trencher, rodders, small tractor, crane truck, winch truck, sewer combination truck, boom, truck, high loader, air compressors, boring equipment, and mowers;
- Repairs and maintains water and sewer apparatus, including meters, lift stations, manholes, utility taps, piping, fittings, valves, fire hydrants, and other material associated with the utility systems;
- Performs maintenance troubleshooting. (checking fuses, hour meter, relay switch, fluid levels, water meters, etc.);
- Preforms utility locating using specialized equipment;
- Collects documents, and analyzes water and sewer samples;
- Documents and records information both electronically and on paper formats of work and other information related to the maintenance of water and sewer utilities;
- Displays excellent internal and external customer service in all tasks;
Marginal Functions:
- Mows the grass and performs general ground maintenance work;
- Helps street department with snow removal;
- Cleans office and shop areas;
- Paints as needed;
- Operation of welder, torch and other fabrication equipment;
- Other related duties as deemed necessary or as required.
Position Requirements:
Experience: Two years related experience pertaining to water and wastewater utilities. Possession of a valid Commercial Driver's License Class A with airbrake, combination, and tanker endorsement.
Education: High School Diploma or GED. Minimum of a Class 1 certification in water and wastewater or a Class 2 certification in either. Confined space and NIMS training.
Skills: Knowledge of general equipment maintenance procedures. The ability to operate a sewer cleaning combination truck, tractor, backhoe, mowers, small, powered equipment and hand tools. Thorough knowledge of water and wastewater utility construction, maintenance, and repair.
Problem Solving: Problem solving is a factor in the position. Problems include handling citizen concerns and complaints, handling employee problems, equipment malfunctions, repairing older water and sewer system break downs.
Decision Making: Decision making is a factor in this position. Decisions includes selecting appropriate repair methods, project logistics, and evaluating proper materials to use in the maintenance and repair of the water and sewer systems.
Accountability: Employee is accountable for completion of assigned work, for safe and proper use of equipment, and for using personal protective equipment. Employee is responsible for maintaining and repairing equipment, installing, and maintaining water and sewer utilities. Employee is responsible for accurate meter reading, documentation, and for safe and proper use of equipment.
Supervisory Responsibilities: Employee has supervisory responsibility over subordinate personnel.
Residency Requirement: Must live within 30 minutes of the intersection of First and Main streets.
Personal Relations: Frequent contact with public and contractors. Occasional contact with other city departments. This position requires good communication skills when interacting with the different disciplines within the division. The ability to communicate well and in a positive manner with other city departments is a must. Employee is responsible for teamwork and efficient communication with other workers.
Working Conditions: Manual labor is required. This job involves outside work in water and mud around open trenches, construction equipment and occasionally vehicular traffic in all weather conditions. The job involves excessive awkward positions, turning/ twisting, upper and lower body movements for extended periods of time for operating valves, roll cutting pipe (cutting out section of pipe by hand, very physical work) and doing the general tasks of the job. This job requires being lowered into and out of manholes with a diameter of 22 inches. Individuals cannot weigh > 335 lbs due to having 15 lbs of equipment when lowered, and equipment used with a 350 lb weight limitation.
