What are the responsibilities and job description for the Programmer/Analyst IV position at City of Norfolk?

The Department of Information Technology is seeking a full-time programmer analyst to work closely with the Human Resources and Finance departments supporting the City’s Human Resources Information System - PeopleSoft.  The candidate will collaborate directly with our customers providing support for off-the-shelf and customized Oracle PeopleSoft Enterprise HCM version 9.2 application.  This position entails strong creative thinking as well as problem-solving and analytical skills.  An intermediate working knowledge of writing SQL is desired.  At least three years of software developer experience is required.  This position’s work will include consulting, analyzing, planning, designing, recommending, reviewing, programming, testing, and monitoring services related to the PeopleSoft applications.  The city offers a comprehensive benefits package.  This position allows for 100% teleworking.  Apply today to become a valuable member that encourages happier, more efficient, and more productive workers and be a part of Team Norfolk.  

Departmental Hiring Salary Range:  $58,003 to $66,703

Essential functions include but are not limited to:

  • Manages and coordinates projects by prioritizing projects, monitoring progress, resolving issues, analyzing situations and implementing solutions.
  • Determines client's requirements by attending meetings, learning the client's current processes, documenting the requirements, writing system and program specifications and obtaining client approvals.
  • Provides support to clients by conducting detailed analyses of process flows, producing feasibility and cost analyses.
  • Develops new computer programs by designing, implementing, testing, and debugging.
  • Performs other duties as assigned.
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Three years experience as a programmer analyst.
  • Valid Driver's License may be required depending on assignment.

Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022 until June 30, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

Salary : $58,003 - $94,837
