What are the responsibilities and job description for the Engineer II position at City of North Port?

Assists the Engineering Division Manager/City Engineer to provide basic engineering design, analysis, project management, cost estimates, plan reviews, and investigations in support of field operations and capital improvement projects. Position requires considerable initiative and independent judgement in making technical decisions. Work is performed under the direction of the Engineering Division Manager/City Engineer.
  • Provides supervision, including work assignments, performance evaluations and personnel actions.
  • Performs engineering design, analysis, special studies, cost estimates, plan reviews, and investigations in support of field operations.
  • Provides project management services, including, project progress, costs, and schedule reports.
  • Serves on the Staff Development Review (SDR) Committee and reviews development plans and submits comments on behalf of the Public Works Department.
  • Electronically prepares reports and maintains records of work performed and properly enters information, including documents and images using provided hardware and software systems.
  • Serves on Request for Proposal (RFP) Selection Committees on behalf of the Public Works Department.
  • Oversees the gathering of infrastructure inventory and condition assessment data with respect to the department’s computer Asset Management System (AMS).
  • Develops bid and RFP documents and administer various contracts.
  • Assists to develop and administer the Division’s annual operating and capital budgets.
  • Coordinates with other City departments, consultants, contractors, and outside agencies.
  • Exercises professional engineering judgment in accordance with current accepted practices of engineering and appropriate laws and codes.
  • Performs complex mathematical calculations to confirm engineering designs are in compliance with City’s and other Regulatory Standards and requirements.
  • Confers with senior staff on problems of design, construction, or maintenance of municipal Public Services facilities; determines permitting requirements and obtains necessary permits; prepares reports and makes recommendations relating to the conduct of engineering activities.
  • Responds to inquiries from citizens, permit applicants, associations, or other governmental agencies.
  • Attends pre-construction meeting with applicants/contractors and City inspectors to discuss engineering requirements and compliance.
  • Oversees site inspections of proposed work or work in progress to verify project status.
  • Applies professional engineering judgment to achieve results consistent with objectives.

  • Knowledge of principles and practices of civil engineering with emphasizes on operational    aspects of road pavement, storm water drainage, and traffic control.
  • Knowledge of construction drawings using latest version of AutoCAD Civil 3D, including site plans, profiles, cross sections, details, quantities and note sheets.
  • Knowledge of pertinent Federal, state, and local laws, codes, and regulations including civil engineering laws and regulations.
  • Knowledge of terminology, methods, practices, and techniques used in civil engineering report and project estimate preparation.
  • Knowledge of principles and practices of project and construction management.
  • Knowledge of modern office procedures, methods, and computer equipment.
  • Ability to prepare, analyze and implement temporary traffic control plans (TTCPs) formerly known as maintenance of traffic (MOT) plans. 
  • Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
  • Skilled in using computers for word processing and accounting purposes.
  • Ability to organize and communicate effectively.
  • Ability to prepare complex reports and statements.
  • Ability to analyze work methods and procedures.
  • Ability to communicate effectively - orally and in writing. 
  • Ability to establish and maintain effective working relationship with employees and the public. 
  • Ability to utilize computer hardware and software effectively.

Education and Experience:

  • Bachelor’s Degree in Civil Engineering or a related field.
  • Completion of Subdiscipline in Traffic Engineering or Professional Traffic Operations Engineer Certification is preferred.
  • Master’s Degree in Civil Engineering can be substituted for two (2) years of experience.


Licenses and Certifications:

  • Must possess a valid State of Florida Class E Driver’s License by date of hire.
  • Licensed as a Professional Engineer by the Florida Department of Professional Regulation within six (6) months of employment is required.
  • MOT/TTC Basic Certification from the Florida Department of Transportation (FDOT) is preferred.
