THE ORGANIZATION
The City of Phoenix is a full-service city with the largest council-manager form of government in the United States, 14,500 city employees, including seven employee unions and associations, and a $3.4 billion annual budget. The Phoenix City Council is comprised of a Mayor and eight Council members. Each council member is elected by the people from a represented council district for a four-year term. The Mayor is elected at-large. The City Manager is appointed by the Mayor and City Council and is responsible for the city’s day-to-day management and operations including overseeing more than 30 departments and managing the finances and budget of the City of Phoenix.

The Finance Department is responsible for maintaining a fiscally sound organization that conforms to legal requirements and to generally accepted financial management principles. Services provided include debt management and ¿¿capital financing, advisory support, accounting and financial reporting, procurement of materials and services, treasury services, risk and inventory management, tax and licensing, and acquisition and management of real property. Position Overview
The City of Phoenix Finance Department seeks a dynamic, analytical, and results oriented professional to fill the position of Deputy Finance Director – Financial Accounting and Reporting. The incumbent is responsible for the Financial Accounting and Reporting Division, which has 25 employees, and may directly supervise up to four employees. This position is responsible for most financial reporting in the City including the Annual Comprehensive Financial Report (ACFR), Popular Annual Financial Report and the Aviation financial statements that are critical to the overall financial status of the City and the City Bond Ratings.
Duties include complete oversight of all staff that work with external auditors, complete financial statements for joint ventures, monitor and implement new Governmental Accounting Standards Board (GASB) accounting pronouncements, develop and review financial plans for enterprise funds, financial reporting for grants and long-term financial planning for various Departments.

Minimum Qualifications
- Five years of progressively responsible professional experience in accounting, finance, public administration, and research.
- Two years of experience supervising professional level staff.
- Bachelor's degree in finance, accounting, public or business administration, economics, human resources, or a related field
- Master's degree is preferred

- Professional finance experience in government, quasi-government or highly regulated finance environment.
