The Public Works Department is offering a promotional opportunity for regular City employees for the position of Maintenance Lead Worker for the Water Division.


The Maintenance Lead Worker performs skilled and complex maintenance, repair, and construction work while providing lead direction and day-to-day oversight to multiple work crews on a project-by-project basis. This position requires a high level of technical expertise, independent judgment, and leadership to support City infrastructure, including streets, storm drains, water and sewer systems, buildings, and other municipal facilities.

The Maintenance Lead Worker plays a critical role in ensuring efficient operations, high-quality workmanship, safe work practices, timely emergency response, and excellent customer service while fostering a positive and cooperative team environment.  Incumbents are expected to possess in-depth knowledge of public works operations, standards, and procedures. 

This position is distinguished from lower-level classifications by responsibility for:

  • Providing lead direction and training to multiple crews
  • Respond efficiently and effectively to emergency operations, including after-hours assignments.
  • Inspect tools, equipment, and work sites to ensure safety, proper operation, and compliance with standards.
  • Managing day-to-day operations of designated work areas
  • Overseeing assigned programs, ongoing operations, and special projects
  • Performing the most complex and specialized maintenance tasks with minimal supervision
  • Coordinate work activities with supervisors, staff, and other departments as needed.

Water & Sewer: Oversees, monitors and participates in the following activities/tasks: constructing and repairing storm conduits, curbs, gutters and drainage facilities; installing, repairing, and maintaining water and sewer mains and lines; performing new sewer connections; repairing drains and sewer facilities; operating jack hammers and other tools and equipment; inspecting tools and equipment for safety and mechanical defects; installing and repairing water service connections, meters and boxes; operating trucks and other construction vehicles and equipment; locating and repairing leaks in the water lines; cleaning storm drains, flood control facilities and inlets.   

  • Oversees, monitors, and inspects the work of subordinate maintenance staff assigned to multiple crews; evaluating assigned work products/projects; identifying training opportunities and needs for assigned staff; ensuring adherence to safe work methods, practices, and workplace environment.
  • Receives and responds to a variety of customer requests, concerns, and complaints regarding assigned public works functions and activities; research answers or refers inquiry to appropriate resource.
  • Establishes and maintains a variety of logs, work orders, and records and prepares reports on operations periodically and upon request.      
  • Inspects assigned facilities, work areas, and project work to identify needed maintenance and repair work, safety or health hazards, and/or unusual operating conditions; diagnoses problem and initiates recommendations for appropriate response activities.
  • Oversees and monitors assigned work crews to ensure the completion of daily work orders; monitors and inspects assigned projects/operations on a continuous basis through completion.
  • Estimates time, materials and equipment necessary for the successful completion of assigned work; Initiates request for the purchase of necessary equipment, supplies and materials; may prepare the purchase requisition and research costs and availability.
  • Oversees, monitors, and participates in the safe and proficient operation of a variety of motorized, power, and hand-powered machines and equipment to include roller, dump truck, backhoe, front loader, camera truck, hydroflusher, jackhammer, tamper, compressor, sewer rodder, concrete saw, auger or sand blasting machine, and pick-up truck. 
  • Identifies a variety of safety/health hazards as well as public works facilities and systems in need of maintenance or repair; responds to notification of hazards and problems by initiating appropriate action and/or escalating problem to appropriate party to ensure a timely and effective response.
  • Responds to emergency calls on weekends, holidays, and evenings as assigned and according to primary and secondary call back lists.
  • Establishes and maintains positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the general public.

Education and/or Experience:  The equivalent of a high school diploma and at least two (2) years of work experience similar to the duties performed by the Maintenance Worker II – Facilities and Utilities with the City of Pittsburg or at least four (4) years of progressively responsible work experience in construction, maintenance, or a related field including one year of experience performing responsible lead or supervisory duties.
 
Licenses/Certificates:  Possession of a valid class A California state driver's license with appropriate endorsements and a Department of Health Services D-1 Distribution Operator Certificate.
 
Other Requirements:  A California Water Environmental Association - Collection System Maintenance, Grade 1 certification is highly desirable. Must be physically and mentally capable of performing the functions of the job summarized in the Typical Tasks.
