The Recycling Supervisor is a dynamic position that has the opportunity to collaborate with all levels of government, both internally and externally, to manage all aspects of the Recycling Division within the Department of Public Works, Bureau of Environmental Services by maintaining and advancing recycling activities, initiatives and policies that are fiscally responsible, environmentally-friendly, and compliant with Local, State and Federal mandates.

Qualifying Requirements:
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position.  You will be sent an eligibility letter regarding your eligible/ineligible status.

WORK EXPERIENCE: The application must clearly show three (3) years of full-time experience in recycling and solid waste management. The application must also show one (1) year of supervisory experience and some experience with Microsoft Office Applications (Word, Publisher, etc.). (Less than full-time experience will be calculated on a pro-rated basis.)

EDUCATION/TRAINING: The application must clearly show an Associate's Degree in Science, Public Policy or Management, Business Management or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

EQUIVALENCY:  Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The total qualifying requirement is five (5) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).If you meet the qualifying requirements listed above, you will be sent a letter of admission (when applicable) for the following examination(s).  You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position.  Candidates who receive job offers must pass a medical examination (when applicable) prior to start date.

  • Supervises the planning, projects, and programs of the Recycling Division within the Bureau of Environmental Services for the Department of Public Works.
  • Manages all aspects of City recycling initiatives to promote and advance the goals of the Bureau, Department, and City.
  • Manages a team to research, recommend, collaborate, develop, implement, coordinate, educate, manage, monitor, report, and evaluate recycling programs, projects, and special initiatives for impact, efficiency, effectiveness, and coordination with other waste, dumping, and/or litter programs, both internally and externally, as well as compliance with local, state and federal guidelines, rules, regulations, laws, ordinances and mandates on projects and programs such as:
    • Curbside collection services.
    • Public recycling cans.
    • Recycling bin distribution/management.
    • Special events and community recycling programs.
    • Dynamic recycling facility directory.
    • Specialized recycling of materials including yard debris, electronic waste and household hazardous wastes (HHW), plant-based food waste, scrap metal, tires, and tree recycling programs.
    • Pittsburgh’s plastic bag ban ordinance/program.
  • Develops, proposes, and maintains legislation and agreements related to the advancement of recycling initiatives. Represents the Bureau and serves as a resource and liaison to cross-functional teams, other City Departments and Bureaus, community groups, schools, institutions, the commercial sector, the private sector, the public, event organizers, and other governmental entities in all aspects of recycling outreach, awareness, education, and the promotion of recycling initiatives.
  • Leads the staffing, budgeting, funding, procurement processes as well as monitoring, payment, and reporting for all recycling operations, personnel, materials, projects, and programming such as: drafting of grant proposals, drafting scopes of work, and submitting and responding to City budget requests.
  • Supervises assigned personnel and work teams; evaluates work; coaches work team employees; participates in conflict resolution, provides and/or coordinates training and/or technical assistance (i.e., staff development, historical knowledge, and best practices).  
  • Maintains a variety of records electronically, including reports, agreements, costs, assets, etc.; prepares and presents a variety of accurate reports including program progress, grant monitoring, mandate compliance, program effectiveness, cooperation and service agreements, and budget reports.
  • Performs other related tasks and duties that are assigned or required.
