Description
The City of Richmond Department of Justice Services, Richmond Juvenile Detention Center (RJDC) is seeking qualified candidates for the position of Human Services Analyst. This class provides administration, outreach and monitoring of various assistance or community-based programs for youths, families, adults, and / or seniors. Incumbents provide administration and leadership of human services programs and engage with participants. The incumbent will serve as the Richmond Juvenile Detention Center’s specialist in all areas of quality assurance and will identify and propose solutions.
Supervision Exercised/Received:
- Exercised: As assigned, incumbents typically do not supervise but may lead participants in the program.
- Received: This classification reports to the Superintendent of the Richmond Juvenile Detention Center
- Note: Other reporting relationships may apply.
Duties include but are not limited to
- Assist, maintain, and implement all program components under the Prison Rape Elimination Act (PREA) of 2003, to include the preparation of materials, and information packets needed for facility compliance with national standards
- Participate in the development, presentation, and evaluation of PREA training of staff in addition to residents, volunteers and/or contractors
- Improve the facility’s detection, prevention, reduction, and response to all PREA incidents
- Provide quality assurance and compliance of all areas of the facility, with all applicable policies and standards through investigation reviews as needed
- Monitor and reassess screening instruments and other tools to identify potential PREA victims and aggressors
- Review duty rosters, security reports and evacuation drills for compliance
- Provide new hire/in-service trainings to detention staff/volunteers
- Investigate grievances
- Assist with time keeping
- Responsibilities include management of resident snack program
- Assist with development of policy & procedure
This position is considered Essential, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather.
This individual may be required to work nights, weekends, holidays or on-call, as needed.
Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge (some combination of the following):
- Knowledge of DJJ Regulations
- Detention Policies, and Procedures
- Safety and security practices and procedures
- Ability to form/analyze statistical data in reporting program success
- Demonstrate ability to develop and execute training
- Ability to manage training for compliance
- Knowledge required to investigate grievances
- Ability to review incident/security reports for compliance
- Understanding of Trauma Informed Care
Skills (some combination of the following):
- Familiarity with Microsoft Office Suite

MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in human services, social work, or a related field
- Two years of related experience in the field of Human Services
- Experience facilitating workshops and presenting information in front of a diverse group of individuals in various settings
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Valid Driver's License with an acceptable driving record
- Complete and pass background checks
PREFERRED TRAINING AND EXPERIENCE:
- Five years of related experience in Juvenile Detention or Corrections

The essential duties of this classification may require the ability to regularly work with one's fingers, talk, hear, see, and use repetitive motions; frequently walk; and occasionally stoop, crouch, crawl, reach, stand, push, pull, lift, grasp, and feel. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary (exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects) but may differ based on area of focus. The working conditions may contain environmental hazards, depending on area of focus.
