What are the responsibilities and job description for the Program and Operations Supervisor, Senior position at City of Richmond?
The City of Richmond’s Department of Parks, Recreation and Community Facilities (PRCF) seeks a talented, passionate individual to serve as Programs and Operations Supervisor, Sr. for Positive Youth Development (PYD). The position will be the primary point of contact within the department for all programs serving children and youth, aged 0-24, and serve as the liaison to external partners on behalf of PRCF’s youth programs team. The Program and Operations Supervisor, Senior for PYD will facilitate alignment across the department’s youth offerings, coordinate the scheduling of activities and sites for programs in conjunction with citywide goals for out-of-school time and positive youth development, partner with external organizations and other stakeholders to drive collective impact, and support the development and implementation of programmatic quality improvement and monitoring measures. The position will collaborate closely with the City’s Office of Children and Families to continue to expand access to high-quality youth programs across Richmond as well as with the City’s Community Safety Coordinator to ensure all youth programs incorporate best practices relevant to community safety and youth violence prevention.
- Work collaboratively as a member of the Department of Parks, Recreation and Community Facilities
- Serve as PRCF liaison for youth programming with other City of Richmond agencies as well as external partners
- Build, maintain, and steward strong relationships with key stakeholders of all levels and across sectors
- Attend community events and meetings relevant to out-of-school time and positive youth development
- Facilitate the implementation of data collection, measurement, and analysis for PRCF youth programs
- Lead the implementation of best practices in youth development and out-of-school time programming across PRCF’s portfolio of youth programs
- Support the development and adoption of talent acquisition and ongoing professional development practices to ensure PRCF youth staff understand and implement best practices (e.g., trauma-informed approaches, restorative justice, culturally responsive programming)
- Submit monthly status reports on PRCF youth programs
- Serve on multi-stakeholder collaborative workgroups and committees, as relevant

Minimum training and experience
- Bachelor's degree in business or public administration, or field related to assignment
- Four years of journey-level professional experience in area related to assignment
- A Master's degree in business, public administration, or field directly related to assignment may be preferred
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
- Prior experience with trauma-informed care, strengths-based youth engagement, and/or restorative justice practices preferred

ENVIRONMENTAL HAZARDS: Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; and occasionally climb, stoop, crouch, reach, stand, walk, push, pull, lift, finger, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
Salary : $80,282 - $133,016
