The City of Rockville has a job opening for an Operations Maintenance Assistant Superintendent. This position is responsible for performing difficult technical and administrative work in planning, organizing, and supervising the Crew Supervisor-Public Works II positions, and through them, the work of crews involved in the maintenance and repair of the infrastructure of the City's Streets, Water, Sewer, and Storm Drain Systems; the Leaf Collection Program; and the Snow and Ice Removal Operations. This position serves as an Emergency Response Manager directing the City's emergency response and repairs to street, water, sewer, storm drain, snow and ice, leaf collection, and storm debris incidents, including after-hours response and varying shifts. This position communicates information on multiple levels to the PIO office and other jurisdictions; prepares, monitors, and executes the budget in these assigned areas; oversees the areas of Street Maintenance, Water System Maintenance, Sewer System Maintenance, Storm Drain Maintenance, Leaf Collection, Snow and Ice Removal, and fills in when the other Assistant Superintendents are unavailable. This position briefs the Director of Public Works on program and budget areas and uses a proactive approach to carry out organizational programs to explain specialized matters. The work of this position contributes directly to the quality of life in the City with serious consequences on the health and wellbeing of its citizens and it is performed under the general managerial direction of the Operations Maintenance Superintendent. This work can be stressful.
  • Plans, manages, and conducts City programs in the following areas: Street Maintenance, Water Maintenance, Sewer Maintenance, Storm Drain Maintenance, Leaf Collection, and Snow and Ice Removal.
  • Manages City streets, City water, City sewer, and City storm drain infrastructure and their appurtenances using cost effective maintenance techniques.
  • Develops, tracks, and manages operating budgets and contracts.
  • Has direct contact with residents, directors, contractors, and managers to share relevant information and to solve problems.
  • Proactively manages operations to be prepared and flexible and to anticipate and respond appropriately to constantly changing conditions.
  • Applies principles for sustainable and resilient operation and maintenance of public works infrastructure.
  • Plans, manages, and executes programs in accordance with local, state, and federal standards.
  • Analyzes, interprets, and tracks data to improve efficiencies to programs.
  • Oversees emergency repairs for streets, water, sewer, and storm drain systems.
  • Acts as the on-calls storm response manager monitoring weather conditions and ensuring appropriate level of readiness and response.
  • Performs other duties as required.
Education and Experience:
Any combination of training and experience substantially equivalent to an Associate's Degree in construction technology or management, engineering, or business administrations and five (5) years of supervisory experience in Public Works with three (3) years supervisory experience in Public Works Operations.
 
Special Qualifications:
Must possess a valid driver's license; a commercial driver's license (CDL) is preferred. Must possess (or be able to obtain within one year) Superintendent's Certification in Water Distribution I and in Wastewater Collection II, as issued by the State of Maryland.

Physical Demands
  • The work is sedentary work, which requires exerting up to 10 pounds of force occasionally, and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects including the human body. Additionally, the following physical abilities are required:
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Crawling: Moving about on hands and knees or hands and feet.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand
  • Hearing 1: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.

  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking 1: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Talking 2: Shouting in order to be heard above ambient noise level.
  • Visual Acuity 1: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Visual Acuity 2: Including color, depth perception, and field vision.
  • Visual Acuity 3: Visual Acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.
  • Visual Acuity 4: Have visual acuity to operate motor vehicles and/or heavy equipment.
  • Visual Acuity 5: Have close visual acuity to perform an activity such as: visual inspection involving small defects, small parts, operation of machines; using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.

  • Thorough knowledge of the standard practices, materials, tools, and equipment used in infrastructure maintenance and repairs.
  • Thorough knowledge of the operational capacities and maintenance requirements of mechanical and construction equipment typically used in repair and maintenance activities.
  • Ability to read and comprehend construction plans and specifications.
  • Familiarity with OSHA worksite requirements and temporary traffic control and flagger operations.
  • Management and supervisory experience in a union labor workforce.
  • Ability to manage (train, discipline, direct, evaluate) work performance.
  • Ability to develop and defend the annual operating budget to ensure resources (work force, materials, equipment) to conduct programs.
  • Ability to develop and track performance measures to meet program goals.
  • Ability to write standard operating procedures.
  • Hands on experience and working knowledge of office software; GIS; and automatic vehicle location (AVL) and asset management concepts and software.
