The Department of Parks and Recreation has a service portfolio which includes 81 parks and facilities spread across 5,000 acres, two waterparks, four community pools, two indoor aquatic and fitness centers, three community centers, three golf courses, 50 miles of trails, 15 historic sites, and over 200 athletic fields.

As the Maintenance and Operations Assistant Superintendent - Grounds, you will operate within the broad parameters set by the Maintenance and Operations Superintendent. Your responsibilities will encompass a wide range of tasks, including but not limited to:

Minimum Requirements:
Preferences:
Supervisory experience to include effectively managing multiple crews over a diversity of locations, scheduling, performance management, progressive discipline and conflict resolution
Experience with care and operation of a variety of applicable equipment
Experience with procurement/purchasing and providing customer service
Experience with time keeping, work order and reporting software
Experience with MS Office software (Outlook, Excel, Word, etc)
Experience with Procurement software
Special Requirements:
Must possess a valid Driver’s License
Must pass a criminal background check
Must pass a pre-employment physical
Class A CDL
Fertilizer applicator certification
Va Commercial Pesticide Applicator License Categories 3A, 3B, and preferably 6
Work Schedule:
Generally, Monday – Friday, 7:30a-3:30p. Responsibilities extend into holidays, weekends, and evenings which may require working, response, and/or follow-up. This is a partial telework eligible role that may revert to all in-office scheduling if business needs change.
Starting Salary Range:
$75,500-$85,200

About This Role:
As the Maintenance and Operations Assistant Superintendent - Grounds, you will operate within the broad parameters set by the Maintenance and Operations Superintendent. Your responsibilities will encompass a wide range of tasks, including but not limited to:
- Ensuring the completion of assigned tasks for parks, trails, landscape maintenance, and sports programs and operations for your assigned area of responsibility.
- Overseeing the execution of strategic plans, goals, objectives, policies, and priorities for the designated areas and services. You will also be responsible for suggesting and implementing policies and procedures.
- Identifying opportunities for enhancing service delivery methods and procedures, pinpointing resource requirements, and working collaboratively with your supervisors to put improvements into practice.
- Playing a key role in the hiring of maintenance personnel, providing or coordinating staff training, addressing deficiencies, conducting and reviewing performance appraisals, and implementing disciplinary action when necessary.
- Provide input on the Grounds budget, including forecasting additional funding requirements for staffing, equipment, materials, supplies, and services. You will also oversee expenditures for your area and recommend adjustments as needed.
- Engaging in the administration of contracts for contracted services. This involves preparing Requests for Proposals and bid specifications, conducting walkthroughs with contractors, reviewing quotes, ensuring compliance with contract specifications, creating purchase orders, and verifying invoice accuracy.
- Conduct site visits for your service area ensuring completion of the work plan, identifying improvement areas, ensuring consistency throughout, identifying issues, and communicating with staff.
- Vigilantly monitoring and upholding a safe working environment, ensuring consistent application and enforcement of established safety regulations. You will also identify safety training needs, provide staff training to ensure compliance with OSHA regulations, investigate accidents, and coordinate or perform safety inspections.
- Addressing challenging and sensitive public inquiries and complaints, actively participating in resolutions, and offering alternative recommendations as necessary.
- Performing any other related duties as required.

- High School Diploma or G.E.D. and 5 years of related experience in park maintenance, athletic field maintenance, turf maintenance, and landscape maintenance including supervision of staff.
