What are the responsibilities and job description for the CHIEF BUILDING INSPECTOR position at City of Rocky Mount?

DEFINITION:  This position is responsible for supervising and participating in the division's building inspection activities.

REPORTS TO:  The Inspection Services Administrator assigns work in terms of very general instructions.

  • Oversees office and field inspection processes; supervises the work of field inspectors.

  • Resolves conflicts between inspectors and contractors.

  • Performs and schedules Certificate of Occupancy inspections.

  • Performs Plan reviews as needed.

  • Completes the condemnation process on unsafe structures.

  • Evaluates inspector's performance and completes appraisal forms.

  • Completes accident and injury reports.

  • Perform field inspections and provide coverage of field inspections when needed.

  • Performs other related duties as assigned.

 

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically
    associated with a high school education.

  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems (ranging up to level III in all four trades).

  • Possession of a valid driver's license with an active and consecutive 3-year verifiable driving history. Driving history will be checked. Must be able to be licensed in the state of North Carolina.

  • Possession of  Level III Standard Certifications in Building, Plumbing, Electrical and Mechanical or the ability to obtain within 2 years.

              HOURS:  8:30 a.m. - 5:00 p.m. (Weekend work as needed)

  • Knowledge of building codes.

  • Knowledge of state and local regulations, policies, and procedures.

  • Knowledge of supervisory principles and practices.

  • Knowledge of subdivisions and zoning practices.

  • Skill in the interpretation and application of local and state policies, codes, and laws.

  • Skill in the supervision of personnel.

  • Skill in analyzing problems and identifying solutions.

  • Skill in preparing clear and accurate reports.

  • Skill in establishing cooperative and productive working relationships.

  • Skill in evaluating and establishing written policies and procedures.

  • Skill in setting priorities for competing projects.

  • Skill in performing mathematical calculations.

  • Skill in operating computers and other standard office equipment.

  • Skill in interpersonal relations.

  • Skill in oral and written communication.


SUPERVISORY CONTROLS:  The Inspection Services Administrator assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES:  Guidelines include North Carolina building codes; subdivision and zoning ordinance; North Carolina General Statutes; and personnel policies. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY:  The work consists of varied administrative, building inspection, and supervisory duties. Strict regulations contribute to the complexity of the work.

SCOPE AND EFFECT:  The purpose of this position is to supervise and participate in the City's inspection services.  Success in this position contributes to the enforcement of building codes.

PERSONAL CONTACTS:  Contacts are typically with co-workers, architects, engineers, surveyors, contractors, property owners, and members of the general public.

PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, provide services, motivate and influence persons, and justify or settle matters.

PHYSICAL DEMANDS:  The work is typically performed while sitting at a desk or table or while standing, stooping, walking, bending, or crouching. The employee occasionally lifts light and heavy objects, climbs ladders, and distinguishes between shades of color.

WORK ENVIRONMENT:  The work is typically performed in an office and outdoors. The employee is exposed to noise, dust, dirt, grease, and occasional cold or inclement weather. The work requires the use of protective devices, such as masks, goggles, or gloves.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  This position has direct supervision over Multi-Trade Building Trades Inspector positions (6).
 

Salary : $65,998 - $98,997
