The Sacramento Police Department seeks a Government Affairs Manager to join the Office of Internal Compliance. The Government Affairs Manager serves as the Department's primary internal compliance officer and principal administrator of the Police Department's Office of Internal Compliance by planning, organizing, and directing its activities, including monitoring Federal and State Legislative Affairs, working with the Office of Public Safety Accountability (OPSA) and the Sacramento Community Police Review Commission (SCPRC), ensuring compliance with applicable laws, regulations and efforts regarding police reform, and undertaking special project duties as assigned by the Chief of Police.

NATURE OF WORK
The purpose of this position is to serve as the principal administrator of a department’s governmental affairs activities.
DISTINGUISHING CHARACTERSTICS
The Governmental Affairs Manager is a management-level classification filled with multiple incumbents. Incumbents are responsible for the oversight of departmental government affairs activities and manage two or more operational sections within a department. The Governmental Affairs Manager is distinguished from the Senior Governmental Affairs Manager in that the latter exercises executive direction over governmental affairs activities with citywide impact.
SUPERVISION RECEIVED AND EXERCISED
Direct supervision is provided by higher-level personnel. Directly and indirectly supervises lower-level professional, technical, clerical, and/or sworn personnel.This information is intended to be descriptive of the key responsibilities of the position. - Plan, organize, and manage the work of personnel performing the activities and operations of the assigned function through prioritizing, assigning, and reviewing the work.
- Interpret new policies, procedures, and regulations; develop new or amended programs or projects; monitor program objectives to assure compliance with applicable regulations and program guidelines.
- Coordinate activities, provide information, and create staff reports to assist department personnel in serving as members of department task forces, legislative committees and fulfilling other intergovernmental responsibilities.
- Ensure department leadership is aware of contemplated legislation that may affect policy or operations and provides recommendations that are consistent with other City departments or City activities and policies.
- Oversee and participate in the preparation, implementation, and monitoring of division budget.
- Meet with citizen groups, legislative bodies, and the general public to explain current and future department projects and policy positions.
- Carry out special studies, and investigations; prepare reports and recommendations.
- Perform related work of a similar nature and level as assigned.
- Applicable local, state, and federal laws, rules, regulations, and policies pertaining to departmental operations.
- Budget preparation and administration.

SKILL REQUIREMENTS
- Understand, interpret, and simplify a variety of technical subjects.

EXPERIENCE AND EDUCATION
Experience:
Five years of managerial compliance or internal auditing experience of which three (3) years included legislative experience.
And
Education:
Bachelor's degree from an accredited college or university.
Substitution of Education:
Additional qualifying experience may substitute education on a year-for-year basis.
