What are the responsibilities and job description for the ASSOCIATE GOVERNMENTAL PROGRAM ANALYST position at State Controller's Office?

Position may be filled at either Associcate Governmental Program Analyst or Staff Services Analyst (General) level. Duty statement will reflect level hired.
With close direction provided by the Chief of Staff, the AGPA will provide analytical support, which includes the more complex duties associated with review, research, analysis, report preparation, statistical compilation, and act as main contact for constituent complaints, assist with special projects from the Executive Office, and assist with administrative relief for the Chief of Staff.

Duties Performed:

Analytical Support
Provide analytical support to the Chief of Staff and the Executive Office on various assigned work projects, work-groups, task forces, or advisory committees both internally and externally. Analytical support includes, but is not limited to:
  • Review, assess, and analyze data, and/or documents to aid in the drafting or re-visioning of policy documents
  • Draft detailed responses to legislative inquiries, that includes impact, and/or position statements
  • Prepare responses to state, local, and federal agencies, or members of the public, related to policy decisions or internal program functionalities
  • Gather and analyze information to help complete special projects, reports, issue papers, urgent information/status
  • drills, and other assignments related to the development and implementation of policies, guidelines, and procedures
  • Review materials submitted to the Chief of Staff to determine completeness and accuracy
  • Respond to complex, confidential, and sensitive inquiries, which involve policy, legislation, media, budget, and/or programmatic issues

Coordination of Executive Office Assignments
  • Coordinate and track Executive Office priority assignments; assist with completion of assignments to meet deadlines
  • Research, analyze, and evaluate requests; determine corrective action for internal and external requests
  • Track, maintain, and manage constituent complaints
  • Prepare status reports for the Chief of Staff and Executive Office
  • Diffuse situations with difficult or upset individuals in response to external inquiries
  • Catalog assignments originating from the EO, such as special audit issues related to fraud, waste, or abuse
  • Identify timelines, issues, and completion status

Working Conditions

May be required to travel for meetings and events.

This position is located at The Emerald Tower on Capitol Mall, steps from Tower Bridge and is walking distance to the State Capitol. The building offers affordable monthly parking, employee gym access, an amenities center, and a beautiful mid-tower garden terrace. It is conveniently situated only blocks from Old Sacramento, numerous restaurants, a seasonal farmer’s market, and the Crocker Art Museum. Overlooking the Golden 1 Arena and Downtown Commons, the office is accessible from Sacramento Regional Transit’s light rail and bus systems, with convenient access to I-5, I-80, US 50 & US 99.

This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies.
