The Position

Definition:Performs a variety of semi-skilled and manual work involved in the installation, maintenance, cleaning, and repair of the City's wastewater and storm drain collection systems.

Distinguishing Characteristics:

Collection Systems Maintenance Worker I – This is the entry level class within the Collection Systems Maintenance Worker series. Incumbents in the classification receive on-the-job training and experience in the operation of a wastewater collection system. Assignments are generally limited in scope, contain routine tasks, and are performed within a procedural framework established by higher-level positions. As experience is acquired, incumbents perform with less immediate supervision and continue to learn the full scope of duties and responsibilities. Advancement to Collection Systems Maintenance Worker II is based on demonstrated proficiency in performing the assigned functions, possession of required licenses and certifications, and completing the progression criteria established by the Division.

Collection Systems Maintenance Worker II – This is the full journey-level class in the Collection Systems Maintenance Worker series. Incumbents within this class are distinguished from the Collection Systems Maintenance Worker I by the performance of the full range of duties as assigned including serving as lead worker on small crews. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by progression from the Collection Systems Maintenance Worker I level when experience and required licenses and certifications are obtained and in-house competency criteria is met; when filled from the outside, these positions require prior directly related experience and possession of required licenses and certifications.

Supervision Received and Exercised

Collection Systems Maintenance Worker I: This position exercises no supervision. Receives general supervision from a section supervisor and lead direction from higher level staff.

Collection Systems Maintenance Worker II: Provides lead direction to lower-level staff. Receives general supervision from a section supervisor.

Duties and Responsibilities

Essential Functions: The essential functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity.
Collection Systems Maintenance Worker I –
  • Performs a full range of general maintenance and cleaning duties related to the City's wastewater collection system; removes debris and heavy materials from manholes and assists in repair of manholes;
  • Operates a variety of hand and power tools, sewer cleaning equipment, and vehicles such as jackhammers, tampers, cutters, jet rodders, hydrocleaning truck, sewer vacuum truck, etc.;
  • Constructs and/or disassembles pumps to clean and repair;
  • Operates and repairs pressure hoses; tests and monitors for hazardous gases and uses appropriate safety precautions when entering underground areas;
  • Pulls hoses up and down hills, over fences and through front or backyards in the process of performing maintenance;
  • Operates, inspects and maintains a variety of vehicles, equipment, and tools; and
  • Performs related duties as assigned.
Collection Systems Maintenance Worker II –
  • Inspects sewer collection lines for stoppages or damage; cleans wastewater collection systems, storm drains, wet wells, lift stations, flood control facilities and inlets; locates problem areas and operates equipment to flush system and unplug mains;
  • Trains new Collections Section employees in the proper techniques in equipment operation and collection system inspection and maintenance;
  • Ensures the crew uses proper safety procedures while ensuring that tasks are done in a timely and effective manner to meet Division objectives;
  • Performs line locating and marking throughout the City's sewer systems;
  • Effectively communicates with a variety of individuals and agencies to exchange information, coordinate activities, and resolve issues or concerns, including timely regulatory reporting in the case of a sanitary sewer overflow; and
  • Performs essential functions included within the Collection Systems Maintenance Worker I classification as required.

Qualifications

Experience and Education Guidelines: Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Education:
High school diploma or legal certified equivalent (GED); additional specialized training which is relevant to this job classification is highly desired.

Experience:
Collection Systems Maintenance Worker I - One year general experience in the operation and/or maintenance of mechanical equipment.
Collection Systems Maintenance Worker II - Two years of experience in wastewater collection system maintenance including the operation of sewer maintenance-related equipment.

Licenses, Certificates and Other Requirements


Must be willing to work such hours as are necessary to accomplish the job requirements; travel to attend meetings; seminars and conferences; and perform field work. Class requires the possession and continued maintenance of a valid class "C" California driver's license for operating a motor vehicle.

Collection Systems Maintenance Worker I:

  • Possession by the end of probationary period and maintenance of a valid Class "B" California driver's license with appropriate endorsements as required by law.
  • Possession within one year of appointment or by the end of probationary period and maintenance of a Grade I certification in Collection System Maintenance issued by the California Water Environment Association.

Collection Systems Maintenance Worker II:

  • Possession by the date of appointment and maintenance of a valid Class "B" California driver's license with appropriate endorsements as required by law.
  • Possession within one year of appointment or by the end of probationary period and maintenance of a Grade II certification in Collection System Maintenance issued by the California Water Environment Association.
