JOB SUMMARY

Assists the Director of Public Works to manage, supervise, plan, and coordinate the personnel, operations, projects, budget and activities of the City’s Public Works Department; oversees municipal construction, maintenance, and operation projects; develops and administers departmental planning and programming; serves as a member of the City’s Management Team; represents the City to outside agencies and within the community; and supervises assigned personnel.


ESSENTIAL FUNCTIONS
  1. Manages and oversees the Public Works Department:
    • Supervises, mentors, trains, and manages department managers and personnel
    • Develops and implements Public Works plans, policies, and procedures.
    • Establishes departmental goals, objectives, and priorities in accordance with City Council objectives.
    • Allocates resources, reviews/assesses work performance levels, and ensures safety and quality of services.
    • Forecasts future departmental needs and resource requirements.
  2. Develops and administers programs related to the delivery of Public Works projects and services:
    • Researches and implements process improvements to enhance service/project delivery.
    • Conducts research and implements new technological applications to improve departmental work processes.
    • Evaluates and identifies transit, parking, streets, traffic, stormwater, facilities, and fleet infrastructure maintenance/repair/operation requirements.
    • Manages and recommends capital improvement projects related to the Public Works Department infrastructure requirements.
  3. Coordinates and oversees a variety of project management duties
    • Administer the City’s public works services, operations, personnel, projects, and regulatory requirements 
    • Defines project scopes; prepares Requests for Proposals and cost estimates; evaluates proposals; selects design engineers, consultants, and contractors.
    • Oversees construction, repair, maintenance, and operation projects.
    • Coordinates with outside agencies, consultants, and contractors regarding various project matters.
    • Facilitates Town Hall meetings regarding public work projects, major maintenance work, programs, and operations.
  4. Serves as a member of the City’s Management Team and on various committees:
    • Participates in internal and external meetings with City departments and outside agencies.
    • Attends City Council, board, and commission meetings, and special committees.
    • Provides staff support to boards and commissions.
    • Responds to public works inquiries and requests.
    • Prepares and presents briefings and updates to the City Council, administration personnel, and citizens.
    • Attends and supports City-sponsored special events.
    • Serves as a member of the City’s EOC.
  5. Coordinates and conducts a variety of administrative duties:
    • Develops and presents annual departmental budgets to the Finance Department/Budget Committee; monitors and authorizes expenditures.
    • Prepares correspondence, reports, project briefing forms, and/or other types of departmental documentation.
    • Approves employee timesheets, p-card statements, requisitions, contractor/consultant payments, airport tenant payments, capital outlay requests, and budget transfers.
    • Reviews development, construction, and public improvement plans.
  6. Conducts a variety of staffing and personnel functions:
    • Hires, trains, supervises, and evaluates the performance of assigned personnel.
    • Provides leadership, technical guidance, and employee development.
    • Visits employee workstations and job sites to assess staff needs, service levels, and departmental issues.
  7. Miscellaneous:
    • Represents the City to outside agencies, professional organizations, and within the local community; provides press interviews.
    • Attends training sessions, conferences, and symposiums related to the public works/transportation/transit field.
    • Performs other related duties as assigned or required.

 

DECISION MAKING
  • Hires, trains, supervises, and evaluates the performance of assigned personnel
  • Manages departmental operations, programs, projects, and assigned budgets.
MINIMUM REQUIREMENTS
  • At least 60 hours toward a bachelor’s degree in Engineering, Public Administration, or related field is required.  Successful candidate will be required to complete the degree within 5 years.   
  • Five (5) years progressively responsible closely related experience, including three (3) years supervisory and managerial experience is required.
  • Must possess a valid Texas Driver’s License with an acceptable driving record.
 
PREFERRED QUALIFICATIONS
  • Designation as a Texas Licensed Professional Engineer is desirable.
  JOB DIMENSIONS
  • Must have the ability to read/comprehend technical information; must be able to review/prepare budgets, bid documents, contracts, development/construction plans, and other departmental documentation.
  • Effective verbal and written communication skills are required; must have the ability to perform public speaking; must demonstrate the ability to negotiate contracts and agreements; must be able to maintain positive working relationships with City officials and departments, outside agencies, community organizations, and the general public.

PHYSICAL DEMANDS AND WORKING CONDITIONS

Physical requirements include lifting up to 25 pounds rarely.  Subject to handling, vision, hearing and talking constantly; standing, sitting, fine dexterity, climbing and balancing frequently; walking, lifting, carrying, pushing/pulling, reaching, kneeling, crouching, bending, twisting and foot controls occasionally.

 

Working conditions involves occasional exposure to variable and/or extreme weather conditions, heavy equipment, vehicle traffic, and hazardous chemicals.
