JOB SUMMARYPlans, coordinates, and performs inspections pertaining to City water, wastewater, storm drain, road, and bridge construction on capital improvement projects, right of way inspections and projects associated with development. Assists Project Manager with construction administration on capital improvement projects; and inspects construction on private property for compliance with drainage and floodplain ordinances. Reviews construction plans for compliance with city and state requirements; investigates drainage complaints and provide technical assistance on inquiries from citizens and other departments; and assists the Department in keeping Technical Specification and Details current.

EXAMPLE OF DUTIES
ESSENTIAL FUNCTIONSProvides inspection services in relation to capital improvement and development projects: Monitors and ensures compliance with contract documents, plans, specifications, codes, regulations, ordinances, and permit requirements.Prepares and maintains project documentation including correspondence, daily reports, materials testing results, record drawings, submittals, change orders, and payment requests.Record job progress and document project issues dailyInspects construction sites to ensure safety practices are in compliance with City standards and OSHA rules and regulationsWorks with property owners and acts as a liaison between those owners and the ContractorVerifies quantities in relation to capital improvement project payment requisitions.Conducts weekly meetings with project managers and contractors.Attends pre-construction meetings with City personnel, engineers, contractors, and utility company representatives; discusses general project details; obtains 24-hour contact information from contractors.Maintains daily communication with Project Manager. Investigates, inspects, and provides technical assistance/response to concerns regarding construction activities, drainage complaints, and floodplain ordinances; coordinates inspection activities with other City departments, contractors, consultants, and outside agencies.Participates in the preparation and review of capital improvement, public improvement and site development plans including water, wastewater, storm drain, and/or street improvements.DECISION MAKINGAbility to follow and give technical written and verbal instructions, visualize spatial relationships, interpret technical data, and to logically correlate plans for future construction with existing conditions.Monitors activities and provides technical direction to contractors and city staff. Reviews and recommends for approval contractor submittals.Creates and maintains orderly records for construction plans, inspection reports, cost estimates, construction plan review routing, drainage complaints, maps, drawings, and computer files.

SUPPLEMENTAL INFORMATION
JOB DIMENSIONSCompletes technical training courses as needed. Travel to other location for training.Maintains professional demeanor with city engineer, staff, and contractors. Good verbal communications. Reading various engineering manuals and texts, field notes from survey crews, maps, drawings, construction plans and specifications, contractor submittals, shop drawings and computer software instruction manuals.Writing general correspondence, engineering specifications, inspection reports, change and field orders, plan review redlines, written direction to contractors, bid forms and bid tabulations.Applies complex formulas and principles of trigonometry, algebra, and engineering calculations. Ability to follow and give technical written and verbal instructions, visualize spatial relationships, interpret technical data, and to logically correlate plans for future construction with existing conditions. PHYSICAL DEMANDS AND WORKING CONDITIONSPhysical requirements include lifting up to 26 pounds occasionally. Subject to fine dexterity, vision, hearing and talking constantly; sitting and reaching frequently; standing, walking, lifting, carrying, pushing/pulling, bending, foot controls occasionally; kneeling, crouching, crawling, twisting, climbing and balancing rarely. Working conditions involve frequently working outdoors in all types of weather conditions; exposure to conditions at construction sites such as dirt, dust, caustic substances, noise, heat from liquid asphalt while taking measurements; rocky and uneven terrain and heavy brush during construction inspections and site assessments.
