What are the responsibilities and job description for the IT Specialist position at City of Texarkana?

GENERAL PURPOSE

This position supports all aspects of user-facing technology for city employees. This position requires the technician to follow the scheduled daily job assignments. The technician must have good communications and have direct communications with the end users throughout the city. The IT Specialist will be required to travel on-site throughout the city and county. The IT Specialist will work under the supervision of the IT Specialist II – Team Lead and will immediately inform the IT Specialist II – Team Lead, or their designee, of all computer related problems/issues.  


SUPERVISION RECEIVED

Work is performed under the general direction of the IT Specialist II – Team Lead and the Senior Systems Administrator. 


SUPERVISION EXERCISED

This is a non-supervisory position


SAFETY SENSITIVE DESIGNATION

This position is designed as a safety sensitive position and is subject to random drug screening.

  • Troubleshoots incoming technical issues and requests for technical assistance related to computers, software, and standard office equipment; identifies and logs the type of problem; monitors the status to ensure a timely resolution. 
  • Complete updates to computer systems; completes and/or sets up equipment for employee use, and performs or ensures proper installation of cables, operating systems, or appropriate software. 
  • Provides routine technical assistance and troubleshooting software and hardware problems, as well as problems involving computers, phones, printers, and all other technology used in municipal government; recognizes and escalates difficult problems to a higher level of support. 
  • Assigns logons and rights, print queues, and directory structures; resets passwords; creates departmental groups; and runs security software. 
  • Maintains records of daily data communication transactions, problems, remedial actions taken, and installation activities.

  4. Microsoft 365 ecosystem
  5. Active Directory
  6. DNS/DHCP/DFS
  7. Endpoint Protection and Response
  8. Utility Billing Software
  9. SCADA systems
  10. GIS software
  11. AutoCAD
  12. Work Order Systems/Asset Management Systems
  13. Financial systems
  14. iPad/MDM
  15. Computer and printer hardware

Education and Experience:

  • High school diploma or GED
  • 20 college hours in computer related subjects or an equivalent combination of college hours, technical school, and continuing education programs. Any equivalent combination of education, certification, training, and workplace experience which provides the required knowledge, skills, and abilities may be considered. 
  • 2 years of Information Technology support and computer repair. 

Necessary Knowledge, Skills, and Abilities:

  • Troubleshooting hardware and software components of computers
  • Troubleshooting TCP/IP and network issues
  • Install/upgrade software packages
  • Supporting end users remotely and on site
  • Assist other members of the IT department when called upon
  • All other duties as assigned

SPECIAL REQUIREMENTS

Must have valid driver’s license in state of residence, and insurance on personal vehicle for use on official business. 


This position is required to pass background checks from both Texas and Arkansas state agencies, as well as Federal agencies with an additional requirement to maintain security clearance as required by agencies associated with and working for the Cities of Texarkana

Be able to assist the Infrastructure Team with field work in an austere environment as needed. 


Specific vision abilities required by this job include close vision and the ability to adjust focus.
