Utility Worker I or II

DUTIES & RESPONSIBILITIES

This Utility Worker position I or II performs a variety of work in the operation, maintenance, and repair of the street, water distribution, sewer, and storm collection systems, while developing skills and certifications for each system. This position also performs a variety of semi-skilled and skilled construction, custodial, maintenance, and repairs on the city’s park and buildings. Uses hand tools, power tools and other construction and landscaping equipment. This position is a key part of a small team that is responsible for all of the City’s public works functions. The ideal candidate will be customer focused, trustworthy, self-directed and motivated, detail oriented, and has the ability to perform the duties below. Must be available for rotating 24-hour on-call duty and be within 30 minutes from work.

Core duties include, and are not limited to:

• Inspecting, cleaning, replacing, and repairing sewer and water lines, drainage culverts and catch basins as directed.
• Performing general operation and maintenance of the City’s water, wastewater, storm water, and street systems.
• Maintaining and repairing streets, including cleaning and repairing sidewalks, curbs, gutters, road signs, and street surfaces.
• Removing snow and ice, sanding roadways and plowing as necessary.
• Interface with Programmable Logic Controls and SCADA.
• Performing routine building maintenance on City-owned buildings such as painting, plumbing, carpentry, pressure washing, and other similar tasks not requiring licensing from the state.
• Performs routine maintenance on tools, vehicles, and equipment. Maintains all appropriate records.
• Operates light equipment (mowers, light-duty truck, etc.) and heavy equipment (backhoe/loader) as needed.
• Maintaining the cleanliness and appearance of community spaces like parks, trails and rights of ways by performing tasks such as picking up litter, garbage, and debris. cleaning public facilities including restrooms, graffiti removal, replenishing supplies, pest control, repair and paint tables, shelters, etc.
• Assists other personnel within the City as workload and staffing levels dictate.
• Greeting and interacting with guests in a respective, meaningful, and helpful manner.
• Participates as an active Public Works Department and City team member by contributing to program development and organization planning.
• Other duties as assigned.

SKILLS, KNOWLEDGE, AND ABILITIES

• Demonstrates safe working practices utilizing all safety equipment provided by the city such as, but not limited to confined space entry, traffic control devices and trench wall shoring equipment. Equipment may include body protection safety equipment for handling hazardous chemicals, metal welding protection, rotating equipment guards, gloves, gowns, hearing protection, eye and face shields.
• Follows all safety rules and procedures and contributes to the safety of co-workers and the public.

• Basic knowledge of materials, methods, techniques, and regulations used in the maintenance and operation of water production/distribution, sewer collection systems, streets, parks, equipment and work standards unique to public works projects.
• Perform math calculations (addition, subtraction, multiplication and division).
• Ability to function as a team member contributing positive support to the team.
• Effectively communicate with other employees, contractors, and the public by telephone, written messages, and in one-to-one, face-to-face setting.
• Interpret and make decisions in conformance with established policies and practices.
• Ability to operate a computer and use a variety of programs, maintain technical files both electronic and manual.
• Knowledge of or ability to learn job related material primarily through verbal instruction and observation.
• Produce written document using proper English, sentence structure, grammar, and punctuation.
• Knowledge of basic carpentry, painting, electrical, plumbing and equipment repair, methods, materials, tools, and equipment used in construction and landscaping maintenance.
• Experience with the operation or use of programmable logic controls or similar equipment sufficient to advance in the skill of their use and maintenance.

MINIMUM QUALIFICATIONS

Utility Worker I

A high school diploma or GED and one (1) year of experience in general maintenance and construction, or public utilities, or equivalent education and experience.

• Must have a current state issued Class C Driver’s License or the ability to obtain one upon hire.
• CPR/First Aid card or the ability to obtain within six (6) months of hire date.
• Must have or obtain Traffic Flagger Certification within six (6) months of hire date.
• Must have or obtain Confined Space Entry Safety Awareness Certification within six (6) months of hire date.
• Water Distribution Level I Certification or the ability to obtain within eighteen (18) months of hire date.

Utility Worker II

A high school diploma or GED and three (3) year of experience in general maintenance and construction, or public utilities, or equivalent education and experience.

• Must have a current state issued Class C Driver’s License or the ability to obtain one upon hire.
• CPR/First Aid card or the ability to obtain within six (6) months of hire date.
• Must have or obtain Traffic Flagger Certification within six (6) months of hire date.
• Must have a current Confined Space Entry Safety Awareness Certification.
• Must have or obtain Competent Trenching and Shoring Certificate within twelve (12) months of hire date.
• Must have a current Oregon Water Distribution Level I Certification.
• Must have a current Wastewater Collection System Level I Certification.

PHYSICAL/MENTAL DEMANDS & WORKING CONDITIONS

While performing the duties of this position, the employee is frequently required to stand, sit, communicate, reach and manipulate objects, tools or controls. The position requires mobility over various terrains. Many duties are physically demanding, requiring the movement of materials weighing up to 60 pounds. Duties require the regular operation of light equipment, use of hand and power tools such as weed trimmers, brush cutters, chainsaws, and shovels. Specific vision abilities include close vision, distance vision, color vision, and the ability to adjust focus. Activity and types of duties performed require manual coordination and dexterity.

The work environment characteristics described here are representative of those an employee encounters while performing the essential job functions. Work involves exposure to all types of weather conditions and terrain. Approximately 75% of the work period occurs outdoors with temperatures varying from zero to over 100 degrees, including muddy, rainy, windy, snowy or icy conditions.

COMPENSATION & BENEFITS

Utility I

The salary range is $23.10 - $29.49/hour; placement within the range will be dependent upon qualifications and experience.

Utility II

The salary range is $25.46 - $32.52/hour; placement within the range will be dependent upon qualifications and experience.
