We are seeking an Organizational Change Management (OCM) Specialist to support a major New York State initiative under the Integrated Eligibility System (IES) program. The specialist will lead engagement and readiness efforts with local districts and agencies to support changes across human services programs like SNAP, HEAP, and Medicaid.
Duties
- The OCM Specialist will be a key contributor to the Organizational Change Management workstream that is a part of the overall Integrated Eligibility System (IES) program.
- The specialist will assist with creation, review, and revision of engagement and business readiness tools, assessments, and plans for the Pilot and Statewide Engagements Models described in the IES OCM Framework.
- The specialist will lead a network of stakeholders (social services districts and/or state agencies) to conduct engagement activities and readiness assessments of impacts to the policies, procedures, systems, and delivery of services that support SNAP, HEAP, Public Assistance, Medicaid, Child Support, Child Care, and/or Child Welfare programs.
- Travel may be required up to 20% - overnights will be limited, mostly day trips to any of the 58 Social Service Districts within NYS, travel by car or train.
- The consultant is expected to travel during this engagement. Travel may range from 10-25% of the consultant’s time depending on the consultant’s work assignments. Travel will occur throughout New York State and may involve overnight stays depending on the location and the work required; length and mode of travel will vary depending on the work assignment.
- 7 years of experience working on complex projects with 2 or more years in a leadership role as a Specialist.
- 2 projects as a specialist implementing change (managing stakeholder networks, leading engagement, conducting readiness, creation/delivery of tools and plans) in a Health and Human Services eligibility system within one of the domains of SNAP, HEAP, Public Assistance, Medicaid, Child Support, Child Care, and/or Child Welfare.
- 5 years of experience in the human service domain determining eligibility, conducting enrollment and case management of SNAP, HEAP, Public Assistance, Medicaid, Child Support, Child Care, and/or Child Welfare programs.
- 3 years working directly for a social services district or state agency in New York State in a supervisory or mentorship position while demonstrating the innovation, flexibility, critical thinking exhibited by a change champion.
- Experience working on at least two large, complex State projects (e.g. technical, policy, operational, business process) in the human service domain in a role involving OCM, training, or support during pilot and statewide deployments.
- Experience leading teams executing project assignments, activities, and tasks managing resources and timelines on complex project.
- Experience developing, presenting, and facilitating communications and presentations to various stakeholder groups.
