What are the responsibilities and job description for the EMS Captain position at Collier County?

Plan and administer the EMS Department’s Paramedic Continuing Education/Re-currency Program, and/or the Community Automatic External Defibrillator (AED) Program/Public Access Defibrillation Program, performs training, Quality Assurance, and related programs both internally and with other departments. The position involves assessing medical performance, identifying training and development needs, developing training plans, developing training schedules, overseeing the logistical aspects of training, and preparing correspondence and reports regarding training, performance, and development programs. Oversees the preparation, decontamination, inventory, repair, and/or maintenance of medical equipment and supplies, first aid materials, and vehicles for safe operation; ensures all equipment is tested on a regular basis.
Observes, assists, and provides instructions to EMS and Fire Department personnel treating patients.
Determines appropriate facility to which patient will be transported; reports nature and extent of injuries or illness to that facility; requests instructions/directions from hospital physician or emergency department.
Assists in lifting, carrying and transporting patients to an ambulance and to a medical facility.
Observes patient en route and administers care as directed by physician or emergency department or according to published protocol; identifies diagnostic signs that require communication with the facility.
Communicates effectively and coherently over two-way radio channels while initiating and responding to radio communications.
Reports verbally and in writing observations about and care of patient at the scene and in-route to facility; provides assistance to emergency staff as required.
Provides first response to emergency calls when other units are occupied with other calls.
Rides in ALS units with EMS personnel who are in a training mode; asumes lead role when responding to emergency calls for medical assistance or other emergency situations.
Establishes a clear helicopter landing zone for air ambulance transport of patient.
Assists in the tracking and assessment of the medical performance aspect of all EMS department paramedics, including Comparison Diagnosis, Skill Performance Evaluations etc.
Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County’s Administrative Office will make the determination as to who will be required to work.
As an adjunct or substitute for field staff, responds to emergency calls for medical assistance or other emergency situations; directs or provides beginning/advanced emergency medical care to sick/injured persons; performs medical triage; administers initial treatment at emergency scene; performs invasive and non-invasive procedures on patients with life-threatening conditions, per established procedures or as authorized/directed by physicians; determines appropriate medication, dosage, and route of medication; administers injections of medications and drugs, following established protocols; communicates with medical personnel at emergency treatment facility to obtain instructions regarding further treatment and to arrange for reception of victims at treatment facility; performs physical lifting techniques associated with moving patients between incident site, stretcher or ambulance; completes or ensures completion of required records/reports.
Substitute for absent field command staff by supervising assigned shifts, emergency service personnel, and units at designated stations within a battalion and to perform technical and administrative/specialized duties associated with providing on-scene command, emergency medical care and fire suppression during 911 responses.
Communicates with supervisor, employees, other departments, AED sites, vendors, instructors, trainees, medical personnel, community organizations, local businesses, the public, the media, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Operates a personal computer, printer, calculator, copy and facsimile machines, telephone, radio, digital camera, audio/visual or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
Answers the telephone; provides information, guidance and assistance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
Operates an assigned motor vehicle; maintains cleanliness of and fuels vehicle; checks tire inflation and fluid levels; requests or schedules service and/or repairs as needed.
Substitutes for other supervisors and/or co-workers during their temporary absence; provides guidance, training, and/or assistance to other department personnel.

  • Associate degree with a coursework emphasis in emergency medicine including a Paramedic Curriculum required.
  • Five (5) years of progressively responsible training experience in emergency medicine as a Paramedic
  • Must meet all promotional eligibility requirements and certifications.
  • Fingerprinting required. 
LICENSES/CERTIFICATES
  • May be required to attain and maintain valid Cardiopulmonary Resuscitation (CPR), Advanced Cardiac Life Support (ACLS), EVOC (Emergency Vehicle Operation Course), or other specialized Instructor certifications.
  • Must attain and maintain a valid state license as a Paramedic.
  • Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
  • Salary offers above the minimum pay grade may be considered based on qualifications.
  • Essential Employees may be required to work during an undeclared or declared emergency.  The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
