The position provides support for implementation of the CRITFC Energy Vision for the Columbia Basin. www.critfc.org/energy-vision/ Recent dramatic changes in Columbia Basin salmon populations and the West Coast energy planning environment prompted CRITFC to develop this plan and its 43 recommendations. The goals of the Energy Vision are to:

  • Create a regional energy portfolio that protects and enhances environmental quality, treaty protected resources, and supports the restoration of Columbia Basin’s fish and wildlife to healthy and harvestable population levels.

  • Prevent new and reduce ongoing damage to Columbia River Basin resources, including fish, wildlife, water quality, and tribal cultural resources, by recognizing the relationships and interdependencies of natural and built systems including the Northwest’s energy system.

  • Provide increased protection for both fish and wildlife and utility customers against unanticipated events, such as drought, -re, and market aberrations while providing an adequate, economical, and reliable electric supply.

  • Mitigate climate change impacts to protect Northwest ecosystems by replacing fossil-fuel electric generation and reducing the reliance on fossil-fuels for power, transportation, and other uses.


Responsibilities

  • Participate in meetings and assist in developing presentations on behalf of CRITFC regarding the Energy Vision and its goals and recommendations. Such presentations are likely to occur at locations throughout the Pacific Northwest.
  • Conduct various forms of technical and/or policy research on behalf of CRITFC, including written reports, to advance the goals and recommendations of the Energy Vision.
  • Track actions internal and external to CRITFC for implementation of the Energy Vision’s recommendations.
  • Assist with developing grant applications and managing grants received by CRITFC including grant reporting requirements.

Qualification
s
  • Two years' experience in energy systems analysis, which may include matters such as electricity rates proceedings, energy resource adequacy studies, transmission services or siting energy resources. Some degree of familiarity with each of the foregoing matters is highly desirable.
  • Understanding of basic terminology used in energy planning venues, such as energy efficiency, kilowatt-hours, energy and capacity, grid stability, avoided costs, etc.
  • Knowledge of federal and state energy planning and related statutory provisions. Some legal experience desirable.
  • Basic computer skills including working competency with electronic communications such as email, video conference management, word processing, document editing and spreadsheet development.
  • Grants management experience including preparation of successful grant applications and successful oversight of grant compliance procedures, financial management and reporting. Project tracking experience is desirable.
  • Knowledge and experience with tribal treaty fishing rights, customs, and regulations, especially those of the Warm Springs, Umatilla, Yakama, and Nez Perce tribes, is helpful.
  • Experience working with tribal governments and their natural resources management.
  • Excellent inter-personal and cross-culture communication skills.

CRITFC Motor Vehicle Policy
This job occasionally requires driving a CRITFC vehicle or your own vehicle for business (mileage compensated), and therefore you must be able to meet the terms of the CRITFC Motor Vehicle policy. Per the policy, applicants are required to have a valid driver’s license and a clean driving record for the past three years. This includes a three-year record clear of the following:
  • Reckless Driving
  • Driving Under the Influence
  • Suspension or revoked license
  • No more than two at-fault accidents
  • No more than one major violation or two minor violations.
