Position Summary
The Traffic Control Foreman / Flagger is a working supervisory position responsible for performing flagging duties while implementing and overseeing traffic control operations on DOT-regulated roadway and infrastructure projects. This role ensures compliance with approved Traffic Control Plans (TCPs), MUTCD standards, and project specifications, and supports coordination with DOT inspection staff. The Traffic Control Foreman will assist the Project Manager in being a point of contact.
Core Responsibilities
- Perform hands-on flagging duties in live traffic in accordance with MUTCD and DOT requirements
- Supervise and direct traffic control crews on active job sites
- Implement, maintain, and adjust traffic control setups per approved TCP’s
- Ensure proper placement, condition, and removal of all traffic control devices
- Enforce company, DOT, and project-specific safety policies
- Conduct and document safety briefings and job hazard analyses
- Coordinate traffic control operations with construction activities and project management
- Monitor site conditions and take immediate corrective action to maintain compliance and safety
Documentation & Compliance
- Complete accurate daily traffic control and flagging reports
- Maintain records of crew hours, equipment usage, and site conditions
- Document safety meetings, training, certifications, and corrective actions
- Record incidents, near-misses, and non-compliance issues in a timely manner
- Verify traffic control installations align with approved TCPs and document any field adjustments
- Submit required documentation to the Project Manager, inspectors, or DOT representatives as required
- Maintain documentation in accordance with DOT, contract, and audit requirements
Communication with DOT Inspection Staff
- Support the Project Manager in communication with DOT inspectors and inspection personnel
- Coordinate traffic control and flagging activities to support inspections and site access
- Communicate observed site conditions, safety concerns, or required adjustments to the Project Manager and inspectors
- Respond to inspection comments and directives within assigned authority
- Act as the on-site point of contact for inspection staff in the absence of the Project Manager
Qualifications
- High school diploma or equivalent
- 5 years of traffic control and flagging experience preferred
- Prior supervisory or lead experience preferred
- Valid driver’s license
- Strong communication, organizational, and leadership skills
Required / Preferred Certifications
- Traffic Control Supervisor (TCS) certification
- Flagger certification (required)
- OSHA 10 certification
Physical & Work Requirements
- Ability to perform flagging duties for extended periods
- Ability to stand, walk, and lift up to 50 lbs.
- Ability to work outdoors in all weather and traffic conditions
- Availability for nights, weekends, and overtime as required
