Description
The Reportable Diseases Section is responsible for surveillance, investigation and reporting of infectious disease cases and outbreaks. This work is fast-paced, interesting and critical to controlling outbreaks, preventing the transmission of infectious disease, and protecting the health of Kentuckians. If you find problem-solving, troubleshooting, infectious disease data, and working in a dynamic environment, the Health Policy Specialist I position may be the job for you.

This is a federally funded time limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Responsibilities and Duties include but are not limited to:
  • Assists with the analysis of communicable disease data to ensure health care organizations, health care providers, laboratories, local health departments, and state health department programs comply with policies and administrative regulations related to communicable disease reporting.
  • Reviews policies related to communicable disease reporting.
  • Assists with providing technical assistance to health care organizations and providers, laboratories, local health departments, and state health department programs.
  • Assists them in navigating the process to onboard and transmit electronic lab and case reports through the National Electronic Disease Surveillance System.
  • Ensures messages contain high quality and complete data.
  • Organizes and updates public health information found in databases to identify gaps in communicable disease reporting, completeness, and quality and determines resources needed to enhance the quantity and quality of public health surveillance, reporting, and data management.
  • Recommends policies, goals, and strategies related to public health.
  • Assists in the planning and coordination of the various NEDSS, KHIE, informatics and data modernization teams.
  • Other duties as assigned.
The ideal candidate will have:
  • High-level proficiency in computer programs including Microsoft Excel, Word, Outlook, and REDCap
  • Excellent written and verbal communication skills
  • Prior experience in working with of public health and/or healthcare data
  • Basic understanding infectious diseases, microbiology, interpretation of lab reports, and surveillance
  • Ability to multi-task
  • Detail-oriented

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in managed health care, Medicaid, Medicare, health insurance claims/systems, health care research, health care planning, health care policy development, health care administration, public health, or population health.

Substitute EDUCATION for EXPERIENCE: Graduate work in planning, public health, public administration, health administration, business administration, or a related field will substitute for the required experience on a year-for-year basis up to two years.

Substitute EXPERIENCE for EDUCATION: Professional experience in the preparation of health care reports, health care audits, or health data tables will substitute for the required education on a year-for-year basis.
