Description
The Education and Labor Cabinet’s mission is to educate, prepare and train Kentucky’s current and future workforces. Our goal is to create and make continuous improvements to an education and workforce system that prepares Kentuckians for the 21st century workforce, while helping businesses find the skilled workers they need to compete and create jobs in the Commonwealth.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Job Duties:
  • Reviews benefit cases under appeal and drafts proposed Orders for adoption.
  • Conducts hearings on tax appeals and drafts proposed Orders for adoption.
  • Carefully proofreads proposed Orders for grammar, punctuation and spelling.
  • Advises the Commission on tax status issues.

  • Exceptional written and verbal communication skills
  • Excellent time management skills
  • Ability to multitask and work under pressure
This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgements, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.

The Education and Labor Cabinet (ELC) also participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in the U.S. ELC will only use E- Verify once you have accepted a job offer and completed the Form I-9.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.


EXPERIENCE, TRAINING, OR SKILLS: Must have five years of professional experience in unemployment insurance, labor relations, industrial relations, law, insurance claims adjustment, public administration, or a related field.


Substitute EDUCATION for EXPERIENCE: Graduate study from an accredited law school will substitute for the required experience on a year-for-year basis.


Substitute EXPERIENCE for EDUCATION: Additional professional experience in the above fields will substitute for the required college education on a year-for-year basis.


SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Two years of the required experience must be in the conduct of disputed unemployment insurance benefits or tax appeals hearings.
Working Conditions
Work is typically performed in an office setting. Occasional travel may be required.
