Job Purpose:

The Residential Program Manager bridges the broader interests of the CIS Administration with those more local to specific community-based programs. The Program Manager is responsible for using accumulated insights from program visits and Home Care Provider supervisions to develop a clear and cogent program understanding, communicating concerns upward to Area Director. The Program Manager must ensure team-supported, person-centered programming is woven throughout all elements of supports provided, and are evidenced through the performance of all assigned Home Care Providers.

Required Qualifications and Requirements:

  • High school diploma or GED and 1 year of experience as a Program Manager or a supervisor
  • Valid driver’s license, ability to drive clients and respond to programs as necessary, working automobile, and proof of insurance.
  • Successful completion of selected training within first ninety (90) days of employment and maintenance of all required training through annual/biennial re certification.

Preferred Qualifications and Requirements:

  • Bachelors or Master’s Degree in human services.
  • Strong moral character, with demonstrated ability to be firm in principle and flexible in application; evidenced capacity to provide compassionate care to marginalized populations; commitment to independent living,community inclusion, and full participation for all citizens with cognitive and physical disabilities and/or mental illness;
  • Exemplifies Agency interests through professional presentation and bearing, manifests determination to effectively use Agency standards to supervise others; can distinguish when and where to consult with supervisor and when and where to make decisions/commit to actions using knowledge of policy and procedure as a guide;
  • Recognized personal organization habits reflecting personal accountability and initiative, and in turn fosters team productivity, efficiency, accountability, and excellence; demonstrable time management skills; balances paperwork demands with meaningful on-site program presence;
  • Excellent writing/word processing/editing skills, comfortable learning new technologies and applying these to current challenges, competent conducting research through internet search engines; proficient in accessing/managing web-based applications and data-entry systems ( CIS portal, etc.);

Job Duties:

  • Display a strong regard for the importance of professional presentation and boundaries, separating personal concerns from professional demands, using supervision to resolve any conflicts between the two.
  • Exhibit a level of professionalism consistent with Agency Mission, Vision, and Values;
  • Achieve a sound/nuanced understanding of, and consistent reliance on, Agency policies, practices, and procedures, as well as with State/Federal regulations and statutes that impact on assigned area of responsibility.
  • Facilitate mandated reporting compliance efforts; collect reportable event documentation from HCP reporter, review for thoroughness.
  • Become familiar with the state regulations as mandated for any 1001 program, as well as all trainings required to protect oneself as well as the clients served.
  • In working with the mission of CIS, the program manager will assist in creating proposals and budgets for any new programs in hopes of growth for the company. This will be done in a professional manner, ensuring the needs of the client and any upcoming staff/providers are being met and understood.
  • In conjunction with Area Director, works to ensure that HCP’s are completing accurate, timely and thorough documentation in the agency’s notes portal through Google Docs. Provides feedback and training to HCP routinely on quality of documentation, and monitors record keeping compliance as a part of the agency’s overall Quality Assurance efforts.
  • Submit billing to appropriate counterparts to ensure timeliness for all budgetary standards.
  • Initiate ongoing communication with all team members (DSP, Agency Administration, State Service Coordinator, Guardian, etc.) to preserve healthy interchange of information, foster transparency, encourage growth of mutual trust/respect, and develop healthy interdependence.
  • In consultation with Nurse Trainer and/or Area Director, establish a monthly schedule for Home Visits for each residence, building on mutually recognized strengths while working to overcome weaknesses, ensuring the home is safe and provides adequate food, evaluating progress on residential goals on a monthly basis, and enlisting involvement from Area Director and Human Resources should corrective action becomes necessary.
  • Review Respite requests covered/submitted by HCP, ensuring the HCP attempts all efforts to establish a respite provider independently. If absolutely necessary, PM can assist with finding a respite provider in conjunction with provider recruiter.
  • Facilitate individual service agreement (ISA) and planning meetings enlisting active participation from HCP in preparation of planning schedules, documents, and agenda; assess intensity of consumer support needs using validated instruments, provide post-planning instruction to HCP team on effective implementation of ISA goals; ensure Agency accountability to ISA team through collection/distribution of monthly progress reports.
  • In collaboration with Behaviorist overseeing severely intrusive behavior plan and actively implementing behavior plan(s), initiate ongoing proficiency training/assessment of all HCP’s following and revisions to behavior plan and prior to permitting any person(s) unmonitored contact with consumer(s).
  • Respond to any emergencies within the home. If a client goes to the hospital, must communicate to all team members, specifically Service Coordination, guardian, and applicable CIS supervisor.
  • Participate in on-call rotation between residential program managers. Must carry on-call phone at all times during “after hours” and respond accordingly to any emergency. Bi-weekly residential on-call meetings are to be held and attendance is mandatory. This is to ensure all members who contribute to on-call are informed and up to date on all programs and are prepared to respond to any/all crises.

  • If a client requires relocating, RPM must coordinate the transition of a new HCP and the move itself. Assisting in physically moving the client’s items may be necessary under certain circumstances. The SC and Nurse Trainer must be aware of the exact date, as they are required by the state to conduct a visit on the first and before the 5th day after the move. PM is also responsible to Day 1 paperwork of any moves.
  • Program Manager must coordinate all components of preparing for a state certification. This may require reaching out to the Area Agency to request documents, as well as utilizing the Nurse Trainer for any 1201-medication specific items. The results directly reflect on the company as a whole, therefore each Program Manager will strive to diligently prepare to demonstrate professionalism and preparedness.
  • Responding to any communications in a timely manner, striving to reply within 24 hours.
  • In partnership with the Human Resources department, schedule and participate in specialized program-based HCP training targeted to address emerging concerns, unresolved performance issues, or continual trainings
  • All other duties as assigned.

Job Type: Full-time

Pay: $45,000.00 - $48,000.00 per year
