Summary:

The Program Director is responsible for the supervision and direction of the Residential Treatment Program and has authority over all behavioral health treatment services. The Program Director will ensure that the program is coordinated and operated in a manner consistent with Connecticut Renaissance Policies and Procedures, federal and state regulations, and the requirements of DPH, DSS, DMHAS, CSSD and DOC as appropriate. This position requires interactions with all levels of management and personnel to identify and resolve operational, outcomes and customer satisfaction issues in a timely and efficient manner. The Program Director leads a multi-disciplinary staff and will maintain current knowledge of the biological and psychosocial dimensions of substance use, mental health and co-occurring disorders, including diagnosis, assessment and treatment. This position requires being on-site 40 hours per week with at least one evening shift per week.

Essential Duties and Responsibilities:

  • Actively manage the day to day operations of the Residential Treatment Program, including staffing supervision, communications and coordination with CSSD, DMHAS and DOC as applicable.
  • Coordinate and supervise program operations to ensure it is operated in accordance with agency Policies & Procedures and applicable regulatory guidelines, DSS and ASAM criteria and contractual obligations.
  • Provide and document face-to-face clinical supervision and oversight to clinical and non-clinical staff in individual and group formats according to agency and program requirements.
  • Oversee staff training and development, performance management, annual reviews and progressive discipline.
  • Is available to provide and will ensure 24/7 telephone coverage by a clinical supervisor (shared with Lead Clinician).
  • Review and sign clinical documentation.
  • Oversee, participate in, and evaluate the results of reviews/audits of clients’ charts/records to ensure the quality of the services provided and the adherence to Renaissance’s Policies & Procedures and the rules and regulations of funding sources and regulatory agencies.
  • Ensure staff members maintain the licensing and certification status required for their position and that they complete internally and externally mandated training and development activities.
  • Coordinate and participate in the hiring, management and evaluation of program staff.
  • Schedule and manage all staff positions at the facility.
  • Work with the Facilities Department to ensure that the program facility is in a good state of maintenance and cleanliness at all times and is compliant with all related local and State regulations.
  • Ensure that on-call procedures are in place and functional at all times to respond to emergencies.
  • Coach, counsel and manage performance of direct reports.
  • Update senior agency management on the status of the residential program and provide timely notification in case of significant issues and emergencies.
  • Review program budgets and financial performance in conjunction with the CFO and executive team.
  • Attend all required internal and external meetings.
  • Complete all required internal and external trainings.
  • Meet and contribute to agency outcomes and performance measures.
  • Adhere to state and federal regulations, DSS and ASAM requirements, and standards of accreditation, facility licensure and funding sources.

· May perform other duties assigned by supervisor.

Required Knowledge and Abilities:

Knowledge Of:

· The biological and psychosocial dimensions of substance use, mental health and co-occurring disorders, including diagnosis, assessment and treatment.

· Outcome measures and Quality Improvement processes.

· Electronic Healthcare Record systems.

· General office software, particularly Microsoft Office Suite.

· Fee for service and billing requirements for residential services.

· ASAM-3 and the 1115 Waiver

· HIPAA regulations and other regulatory laws

· General office software, particularly Microsoft Office Suite.

Ability To:

· Supervise staff, including the development of performance evaluations.

· Interact effectively with representatives of funding sources and referral agencies.

· Analyze and solve problems effectively and efficiently.

· Communicate effectively both verbally and in writing.

· Manage priorities to meet deadlines and demonstrate multi-tasking skills.

· Assimilate new information and technology.

· Work and make decisions independently.

· Ability to assimilate new information and technology.

· Work independently and as part of a team.

· Utilize therapeutic modalities in both group and individual settings and manage client crises.

Education and Experience:

· Master’s Degree from an accredited college or university in Human Services field.

· Active Connecticut licensure: LCSW, LPC, or LMFT. Additional LADC a plus.

· Five plus years’ experience in related residential programs.

· Proven Supervisory ability.

· Experience with CSSD and DMHAS programs and clients a plus.

Other:

  • Must be dependable and reliable; detailed oriented; and able to interface easily with clients, staff, and referral sources.
  • Must be able to operate a motor vehicle
  • Position requires climbing stairs and the ability to lift 20 lbs or more
  • May need to travel to other CTR locations

· Must successfully complete the introductory probationary employment period.

· Must have a valid CT driver’s license.
