Job Summary

The Chair of the Division of Pain Management (Division Chair) facilitates the development of goals and objectives for the Department of Anesthesiology and Pain Management and is responsible for the day-to-day operation of the Division for Cook County Health (CCH). The Division Chair is responsible for developing guidelines and managing the medical, administrative, educational, scheduling, and research activities. The Division Chair has resident training program responsibility and must ensure that all resident training programs within the Division meet the Accreditation Council for Graduate Medical Education (ACGME) and Residency Review Committee (RRC) requirements. The Division Chair is responsible for the continued accreditation of the Fellowship training program serving as the Pain Fellowship Program Director and will maintain compliance with Accreditation Council for Graduate Medical Education (ACGME) and GME standards for fellowship education while assuring safe and timely patient care.


General Administrative Responsibilities

Collective Bargaining

  • Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
  • Participate in collective bargaining negotiations, caucus discussions and working meetings

Discipline

  • Document, recommend and effectuate discipline at all levels
  • Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
  • Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements

Supervision

  • Direct and effectuate CCH management policies and practices
  • Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements

Management

  • Contribute to the management of CCH staff and CCH’ systemic development and success
  • Discuss and develop CCH system policies and procedures
  • Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
  • Work with Labor Relations to discern past practice when necessary

Typical Duties

  • Leads and directs all activities of the Division of Pain Management services at each of the CCH hospitals and clinics.
  • Participates in capital budget processes, recruitment of pain management physicians, expansion and modification of clinical services, establishment, and approval of work schedules for Division of Pain Management and at each of the CCH hospitals and clinics.
  • Serves as the Pain Fellowship Program Director responsible outlining program educational goals and specific knowledge, skills, and other attitudes expected of the fellows. Duties are outlined in compliance with the Accreditation Council for Graduate Medical Education (ACGME) and GME standards for fellowship education.
  • Providers direct patient care duties which include a complete range of clinical responsibilities related to the Pain Clinic procedure rooms and operating rooms of CCH hospitals and clinics.
  • Supervises and coordinates the provision of clinical services by faculty and staff in Division of Pain Management and at each of the CCH hospitals and clinics.
  • Enforces within the Division action taken by the Executive Medical Staff Committee.
  • Facilitates the orientation, teaching, education and research programs in the Department.
  • Assists in the preparation of such annual reports, including budgetary planning pertaining to the Department as may be required by the Executive Medical Staff Committee, Medical Director, Chief Operating Officer, the System Chief, or the Board.
  • Makes recommendations to the Department Chair regarding the appointment and/or removal of Department Committee and Subcommittee chairs and members.
  • Resolves actual/potential problems in the delivery of clinical services to patients or other administrative personnel, professional or clinical within the Division.
  • Facilitates implementation of applicable Policies and Procedures of the Hospital.
  • Work is performed independently under the general direction of the Department Chair.
  • Participates in on-call responsibilities in the Pain Clinic.
  • Maintains an active clinical load of at least 65%.
  • Administrative time is dedicated to 10% division chair and 25% pain fellowship program director time unless an alternate arrangement has been approved by the Department Chair.
  • Develops and implements program policies that are compatible with accreditation and institutional requirements and policies. Included are policies pertaining to duty hours and the criteria for selection, evaluation and promotion, and dismissal of fellows. These educational policies are to be supported by the Chair, but the responsibility and authority of the Program Director shall not be undermined or superseded by any other plan, policy or agenda. In other words, the educational policies supersede all other policies within the department as this is our primary and most important activity.
  • Responsible for implementing fair procedures as established by our institution and department regarding academic discipline and fellow compliance or grievances. Oversees difficulty and/or disagreements between fellows and/or between fellows and faculty. May enlist the aid of the Chair when necessary.
  • Gathering and reporting complete and accurate information as requested by the accrediting, licensing, certification and funding agencies. Provides regular reports of progress to the fellow as well as to the teaching staff. These progress reports are to be maintained and available at a minimum of a monthly basis.
  • Assures compliance with institutional and accrediting agency requirements and appropriate notification of major programmatic changes and obtaining approval prior to their implementation.
  • Collaborates with the Department Chair and participates in Ongoing Professional Performance Evaluations (OPPE) and Focused Professional Performance Evaluations (FPPE) for all credentialed providers within in the Division of Pain Management ensuring timely completion.
  • Performs other duties as assigned by the Department Chair.


Minimum Qualifications

  • Doctor of Medicine (MD) or Doctor of Osteopathy (DO) degree from an accredited medical school
  • Must be Licensed as a Physician in the State of Illinois prior to starting employment
  • Must be cleared for privileges by Medical Staff Services by start of employment
  • Completion of Pain Fellowship training
  • Board Certification in Anesthesiology by the American Board of Anesthesiology
  • Board Certification in Pain Management by the American Board of Anesthesiology
  • Five (5) years of experience in Anesthesiology with at least two (2) years of experience in field of Pain Management
  • At least three (3) years of work experience in administering clinical, educational, quality assurance or research programs related to Pain Management
  • Experience as a member of various Hospital/System-wide Committees
  • Membership in the American Society of Anesthesiology or American Society of Regional Anesthesia and Pain Management

Preferred Qualifications

  • Academic involvement in fellowship training preferably with experience as a Program Director
  • Successful performance of discrete clinical research projects, including a leadership role in applications for extramural research support
  • Research experience as a principal investigator or co-investigator in the field of pain medicine with publications in a variety of pain topics

Knowledge, Skills, Abilities and Other Characteristics

  • Knowledge of infection prevention, control, surveillance, and intervention practices
  • Knowledge of pain management physician programs and services
  • Excellent program development, management. and leadership skills
  • Current knowledge of the principles and methods of pain management to ensure quality and standards of care.
  • Knowledge of the principles and methods of training medical staff to ensure standards of care
  • Demonstrated experience in training faculty and/or residents in the application of quality improvement techniques to patient care
  • Strong supervisory and leadership skills necessary to oversee attending physicians
  • Excellent verbal and written communication skills necessary to communicate with all levels of staff and a patient population composed of diverse cultures and age groups
  • Strong interest and skills in the practice of hospital medicine
  • Strong interest and skills in medical education
  • Demonstrate analytical, problem-solving, critical thinking. and conflict management/resolution skills
  • Strong organizational skills and mastery of a content domain, as demonstrated by successful quality improvement initiative or program execution
  • Ability to treat acutely ill patients in an inpatient setting
  • Strong ability to mentor and develop medical professionals
  • Strong ability to manage schedules, budget and personnel
  • Ability to collaborate on interdisciplinary projects
  • Ability to participate in the activities and educational programs appropriate to the specialty

Ability to adhere to department policies and standards utilizing best practices incorporating the use of electronic health record (EHR)

This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements. This includes but is not limited to the following policies and procedures: complying with Personal Protective Equipment requirements, hand washing and sanitizing practices, complying with department specific engineering and work practice controls and any other work area safety precautions as specified by hospital wide policy and departmental procedures.
