*This is a County position reporting to the El Paso Area Transportation Services (EPATS) Local Government Corporation. The position is grant-funded and is intended to transfer to the Local Government Corporation (LGC) on September 1, 2026.*


Acceptable Experience and Education

Bachelor’s degree in transportation, urban planning, economics, public administration, social work administration, business administration or a related field plus (2) years work experience in the above areas.  


Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.


Certificates and Licenses Required

Must have or obtain by date of hire Texas driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso


Class C Texas Drivers License

Essential Duties

Develops a coordinated human services transportation plan for the counties of El Paso, Hudspeth, Culberson, Jeff Davis, Brewster and Presidio in the form of a written report that will be presented to TxDOT at a statewide conference.   The plan will include both short and long-term goals and will be developed through a comprehensive transportation needs assessment; 


Inventories of existing transportation resources and services;


Researches and documents barriers to coordination and national best practices;


Analysis of demographic trends and mobility needs and a set of goals, objectives and strategies to fill identified gaps in service, eliminate service redundancy and improve the efficiency and effectiveness of regional public transportation systems;


Develops and implements the public involvement phase of the plan, organizes and conducts public input meetings and presents public input with recommendations to Steering and Stakeholder committees


Establishes and maintains relationships within the Steering Committee and Stakeholder Group (composed of participating transportation providers, local governments and human service organizations in the service area) to outreach, educate, improve, and facilitate the coordination between public transportation and human  services in the six county region;


Prepares agenda, prepares research and informational reports, provides staff support, and attends scheduled meetings and communicates information to the Steering Committee and Stakeholders Group as appropriate;


Prepares annual work plan derived from Regional Plan and leads or conducts activities or projects to achieve regional transportation goals and objectives.   Collects project data and evaluates results; 


Prepares annual Regional Coordination grant application, budget and monthly/quarterly reports, Monitors operations budget and assists with approval of program expenses;


Ensures program policies and procedures are in compliance with established federal, state and agency rules and regulations;


Provides oversight for the development and maintenance of a regional transportation coordination website;


Researches funding opportunities and prepares grant applications for consideration by policy bodies and funding agencies;


Organizes and conducts regional funding forums to facilitate transportation provider – human services collaboration and projects that address Regional Plan priorities;


Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and


Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.


Other Important Duties*

Performs such other related duties as may be assigned.


As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor. 


Summary of Position

The Human Services Transportation Plan Coordinator is responsible for the development and implementation of a Regional Human Services Transportation Coordination Plan as stipulated in House Bill 3588 enacted by the 78th Texas Legislature.  The plan will include the counties of El Paso, Hudspeth, Culberson, Jeff Davis, Brewster and Presidio. 

Organizational Relationships


Reports to: Rural Transit Manager               


Directs: Administrative Assistant


Other: Has frequent contact with Steering Committee and Stakeholder Group, transportation program managers, elected officials from the target counties and other county employees and officials with the Texas Department of Transportation and other state and federal agencies.



Minimum Requirements: Knowledge, Skills, and Abilities

Knowledge of: Transportation service operations, policy and administration; budgeting methods and procedures; public finance administration; county government organization and functions and their relationship with the organization of local government and districts; laws, rules and regulations governing the operation of public and private transit and transportation systems; computer modeling techniques and programming which relates to transit and transportation systems planning; principles and practices of supervision, training and performance evaluation; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products. Skill/Ability to: Technical report writing; establish objectives; monitor and measure performance against goals, evaluating results and making adjustments to meet deadlinesPlan, assign, direct, prioritize and coordinate work assignments; research, assemble and present, either in written or oral forms, data and recommendations on transportation systems; identify and secure federal and state funds relating to transportation development and systems; analyze costs and impact of current and proposed county-wide transportation systems; speak effectively before groups, organizations and related audiences; internet research, website utilization and applicable programs, applications and systems; communicate effectively verbally and ability to conduct meetings, interviews and research; lead and motivate subordinates; complete projects on time and within budget; operate personal computer using standard Office operating software and general office equipment; communicate effectively both orally and in writing; make frequent public presentations before workgroups, committees, public forums, elected officials and public bodies; make mathematical computations; prepare clear, concise and comprehensive written reports, and staff studies; schedule, supervise, train and evaluate assigned staff; and establish and maintain cooperative and effective relationships with those contacted during the course of work.
