Plans, supervises and coordinates an extensive information technology program for a large County department or for County-wide Information Technology Service Management; or manages large cross-departmental or cross-discipline Information Technology projects; and performs other duties as required.
Distinguishing Characteristics:
This class is distinguished by having one of the following general types:
- A supervisory and administrative position which has the responsibility of an extensive information technology program of a large county department with complex information technology needs.
- A staff specialist position which has the responsibility to perform specialized technical or administrative services functions in the development, coordination of programs in cross-functional areas and supervision of multiple County-wide Information Technology Service Management processes.
- A supervisory and administrative position which has the responsibility as a project manager of large cross-departmental/cross-discipline Information Technology projects.
- Plans, directs and coordinates systems analysis relative to all major functional areas affecting the needs of the represented department(s);
- Plans, directs and coordinates process analysis relative to major process components of Information Technology Service Management;
- Plans, directs and participates in the development of overall plans to determine the flow and processing of work adaptable to information technology systems;
- Plans, directs and participates in the development of overall plans to determine the flow and design of processes for the management of Information Technology Services;
- Schedules activities and/or projects;
- Develops, negotiates, implements, and monitors contracts, ensuring conformance to approved plans and contract specifications.
- Drafts procedural manuals and other guide materials;
- May perform systems analysis evaluations of operations;
- Prepares specifications for information technology systems equipment;
- Develops appropriate systems controls;
- Resolves major problems and difficulties and personally directs and participates in developing solutions to controversial and precedent setting proposals. Acts as liaison with departmental officials and representatives regarding systems projects and problems;
- Develops, implements, and monitors project budgets that are complex in nature, taking into consideration the potential for multiple funding streams; allocates resources and tracks and approves expenditures; prepares reports detailing the status of the project budget and compliance to any requirements as specified by funding sources.
- Plans and conducts training for colleagues and Information System users.
- Performs other duties as assigned.
Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree, and four and one-half (4 1/2) years of progressively responsible information technology experience in information systems analysis which involved the conduct of feasibility studies and the analysis and design of information technology systems, at least one year of which must have been at the fully competent level comparable to the Information Systems Analyst V level class; and, at least one of which shall have included responsibility for planning and directing the work of others.
This position exists within the Department of Management Information Technology Services Division and the specialized work experience may include, but is not limited to, managing a cyber security operations center (SOC), implementing, managing, and monitoring advanced threat detection systems, digital forensic investigations, threat detection, response, and recovery procedures.
For positions requiring specific specialization in the following area:
Information Technology Project Manager: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree, and four and one-half (4 1/2) years of progressively responsible information technology experience which included analyzing business processes; participating in the planning, development, or implementation of information technology systems; managing large projects; facilitating meetings; collaborating with a variety of entities such as stakeholder groups, boards of governing bodies; and researching, interpreting and explaining technical information such as laws, regulations and requirements.
License Requirement: Possession of a valid motor vehicle operator's license (Type 3).
Knowledge of: principles and practices of public administration, supervision, organization and management; information systems and analysis, design and development; office systems and procedures; information technology concepts, methods and techniques; local area network systems, as applicable; equipment characteristics, operations and capabilities; research and [statistical] analytical methods and techniques.
Ability to: gather, analyze, correlate and evaluate facts and make sound judgements; determine feasibility of converting various manual work processes to computer operations; analyze and apply machine capabilities to data processing operations; plan efficient organizational structures, work flow procedures and processes and integrate these in the overall information technology system; prepare clear and concise reports and operating procedures; work cooperatively with vendors, operating officials, and others; organize and direct the work of others.
