Performs inspectional and investigative tasks relative to the enforcement of the laws, rules and regulations governing the manufacture, importation and sale of liquor within the County of Maui; and performs other duties as required.Distinguishing Characteristics: This class is distinguished from the Liquor Control Officer II in that the Liquor Control Officer I performs inspectional tasks within an assigned geographic area to enforce liquor laws, rules and regulations and conducts investigations primarily involving observed or apparent liquor law violations; whereas, the Liquor Control Officer II performs inspectional tasks within an assigned geographical area to enforce liquor laws, rules and regulations and conducts the more complex investigations involving alleged or suspected liquor law violations where there is greater requirement for follow-up and the development of facts, evidences and conclusions.The Liquor Control Officer I & II classes differ from the Liquor Control Officer III in that these classes are primarily concerned with performing inspectional and investigative tasks for the purpose of preventing, discouraging and/or detecting and reporting liquor law violations; whereas, the Liquor Control Officer III is primarily concerned with conducting investigations relative to the issuance, transferral and/or renewal of liquor licenses and permits; or for the supervision and participation in inspectional and investigative tasks relative to the enforcement of liquor laws, rules and regulations.Grade Level Standards: This level is characterized by performing inspectional tasks within an assigned geographical area to enforce liquor laws, rules and regulations and by conducting investigations primarily involving observed or apparent liquor law violations.

The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.Conducts periodic inspections of licensed liquor establishments and enforces State liquor laws and the rules and regulations of the Liquor Control Commission of the County of Maui; observes and ascertains whether licensees are complying with the terms and conditions of their respective licenses; checks for liquor law violations such as serving liquor to minors, to persons under the influence of liquor, and to persons known by the licensee to be addicted to the excessive use of liquor; checks on the sale, service or consumption of liquor on or within any licensed premise before or after hours established by the Liquor Control Commission, the sale or offer of sale of drinks which contain less than one fluid ounce of liquor, employees consuming liquor while on duty or any other misconduct of employees, the "stacking" of liquor for consumption by patrons, the possession of liquor by licensee other than that authorized by the license, the selling or serving of liquor by the licensee or his employees outside of the licensed premise, etc.; checks entertainment in licensed premises to see that the conditions of entertainment permits are carried out; checks to see that amusement devices or equipment on the premises are properly licensed; boards vessels in port and checks for compliance with liquor laws, rules and regulations; conducts investigations involving the examination of business records and books, interviewing witnesses and other inquires to obtain sufficient proof of liquor law violations; prepares reports on findings including recommendations and cites pertinent provisions of laws, rules and regulations; serves subpoenas to witnesses and testifies at formal hearings and/or in court; resolves minor discrepancies with licensees and interprets and explains applicable provisions of the liquor laws, rules and regulations; may occasionally conduct investigations for the purpose of determining whether or not all requirements relative to the issuance of liquor licenses and permits and/or for transferals and renewals of liquor licenses and permits have been complied with; prepares and submits activity reports of inspectional tours; may exercise the power of arrest and seizure as the circumstances warrant.
